ATLANTA (AP) ? Mitt Romney still can't seem to win over the bulk of the conservatives who make up the bedrock of the Republican Party.
Despite primary victories that have established him as the GOP presidential front-runner, his stunning trio of defeats this week laid bare the difficulties that still could undercut his path to the party's nomination ? and hamper him in the general election to follow.
Not that he would acknowledge as much Wednesday.
"I don't think the conservative base changes its mind day to day," Romney told reporters, dismissing the notion that he's got a problem with the party's core supporters. "The places where I campaigned actively, we got actually in some respects record support from the conservative base."
Such denials aside, Tuesday's three-state caucus sweep by Rick Santorum illustrated the degree to which many conservative voters remain skeptical of Romney's commitment to the GOP base's principles, especially given what some of them see as his history of shifting priorities. And he hasn't been able to sell them on his main argument ? that he's the most likely in the primary field to beat Democratic President Barack Obama.
"The more confidence the strong conservatives have in the alternative candidates, the more Romney's lack of strength in those categories starts to show itself," said Iowa Rep. Steve King, a conservative who has been publically neutral in the nomination race.
To rebound, Romney is working to make his chief rivals ? all of them running to the right of him ? unacceptable in the eyes of conservatives by casting them as big-spending Washington insiders.
"A lot of us feel that the Republican Party lost its way in the past," Romney said Wednesday. "Republicans spent too much money, borrowed too much money, earmarked too much, and Rick Santorum and Newt Gingrich have to be held accountable."
Romney, who has struggled to win tea party support, also is appealing directly to the movement saying that it formed because Americans were unhappy with incumbents.
"In this race, I'm the only guy that hasn't spent time in Washington," Romney said. "And Senator Santorum and Speaker Gingrich, they are the very Republicans who acted like Democrats. And when Republicans act like Democrats, they lose. And in Newt Gingrich's case he had to resign. In Rick Santorum's case, he lost by the largest margin of any Senate incumbent since 1980."
The former Massachusetts governor who governed as a moderate chalks up his weak showing Tuesday among the GOP's most devout activists in Colorado, Minnesota and Missouri to his campaign's focus on running a national campaign. He's pointing instead to his huge comeback win in the Florida primary last month and follow-up in the Nevada caucuses last weekend.
"We didn't devote a lot of money and time to the states yesterday. We were spending our time and money in Florida and Nevada," Romney said. "And Senator Santorum took a different course, left Florida, left Nevada, went to the other states and he was able to reap the rewards of that approach."
Romney's strongest performances have been in states where he has spent heavily on advertising and has benefited from attacks on his rivals by a political action committee run by his allies. Those victories ? coupled with a New Hampshire win ?have given him the lead in the race to amass the most delegates to the party's nominating convention, and he also leads his rivals in the money chase.
The front-runner has two weeks to address the conservative angst surrounding his candidacy before facing the next critical test of his standing among conservatives. It comes on Feb. 28 in the Arizona primary, where tea party and conservative activists have shown strength in recent elections, and the Michigan primary, a must-win for Romney where Santorum has pledged to compete aggressively.
Santorum's wins in Colorado and Minnesota ? where Romney won during his 2008 campaign for the nomination ? and Missouri were a testament of sorts to the power of low-dollar, personal campaigning. The former Pennsylvania senator bypassed Florida to visit the trio of states repeatedly. The contests were low-turnout affairs with electorates that were close matches with his deep social conservative profile.
With that in mind, Santorum emphasized his conservative credentials, contrasting them with Romney's changed positions on some social issues.
Romney sensed a challenge and pivoted somewhat from his predominantly economic message to focus on high-profile cultural issues this week as he worked to reassure voters that he stood with them.
He stood by the decision ?later reversed ? by the Susan G. Komen for the Cure breast-cancer charity to stop contributing to Planned Parenthood. He also criticized the Obama administration for its decision to require church-affiliated employers to cover birth control, calling that an "assault on religion" and "a real blow ... to our friends in the Catholic faith."
His assurances didn't work.
The new furor over abortion rights reminded some voters of Romney's shaky past on the issues.
"Governor Romney has been very good about saying he's the most electable. But he just hasn't been able to resonate with caucusgoers, who are the more conservative part of the party. How do we know he's really a conservative because he hasn't governed as a conservative?" said Gary Borgendale, a Santorum supporter and Christian radio director from Minneapolis. "Some of the issues that have come out in the last two weeks are waking people up. There is a choice."
Exit and entrance polls conducted for The Associated Press in the first five GOP contests showed that voters who are looking for a "true conservative" have not been backing Romney. In Florida and New Hampshire, where he won by large margins, he earned support from just over 10 percent of these voters.
Romney's performed more strongly among moderate and liberal voters in Iowa, New Hampshire, South Carolina, Florida and Nevada. He has won over voters who describe themselves as conservative a few times, but not by dominating margins outside of New Hampshire, where he was expected to win, and Nevada, where about a quarter of voters share his Mormon faith. He was the preferred candidate by very conservative voters only in those two states.

Some activists who attended the county caucus in Colorado Springs voiced strong objections to Romney, although more noted Santorum's aggressive campaign while the 2008 winner was largely absent. Romney won the county with nearly 60 percent of the vote in 2008, but managed only 30 percent Tuesday night. Santorum won the county with 47 percent of the vote, having visited four times in the final week of the campaign.
"It was about grass-roots campaigning," El Paso County GOP Chairman Eli Bremer said. "Many, many more people had met Rick Santorum than had met Mitt Romney. Some conservatives at the caucus voiced concern about Romney. But more people were voting for Santorum rather than against Romney."

ATLANTA (AP) ? Bread and rolls are the No. 1 source of salt in the American diet, accounting for more than twice as much sodium as salty junk food like potato chips.
That surprising finding comes in a government report released Tuesday that includes a list of the top 10 sources of sodium. Salty snacks actually came in at the bottom of the list compiled by the Centers for Disease Control and Prevention.
"Potato chips, pretzels, and popcorn ? which we think of as the saltiest foods in our diet ? are only No. 10," said CDC Director Dr. Thomas Frieden.
Breads and rolls aren't really saltier than many of the other foods, but people tend to eat a lot of them, said Mary Cogswell, a CDC senior scientist who co-authored the report.
Salt is the main source of sodium for most people, and sodium increases the risk of high blood pressure, a major cause of heart disease and stroke. Health officials say most Americans get too much salt, mostly from processed and restaurant foods ? not added from the salt shaker.
Experts have known that the sodium in breads and certain other foods can add up, but even CDC officials were amazed that just 10 foods are responsible for 44 percent of the sodium consumed.
"It's possible to eat a whole bunch of sodium without it seeming salty," noted John Hayes, an assistant professor of food science at Penn State, who was not involved in the report.
According to the CDC, breads and rolls account for about 7 percent of the salt that the average American eats in a day. Next on the list: cold cuts and cured meats; pizza; fresh and processed poultry; soups; fast-food hamburgers and sandwiches and cheese.
Rounding out the list ? and accounting for about 3 percent each ? are spaghetti and other pasta dishes; meatloaf and other meat dishes and snacks like potato chips and pretzels.
Dietary guidelines recommend no more than 2,300 milligrams of sodium a day, equal to about a teaspoon of salt. Certain people, such as those with high blood pressure, should eat even less. But average sodium consumption in the U.S. is around 3,300 milligrams, the CDC study found. Only 1 in 10 Americans meet the teaspoon guideline.
The amount of sodium in food types can vary. For example, a slice of white bread can have between 80 and 230 milligrams of sodium. A cup of canned chicken noodle soup has between 100 and 940 milligrams and 3 ounces of luncheon meat has between 450 and 1,050 milligrams. A small 1 ounce bag of potato chips ranges from 50 to 200 milligrams.
The new CDC report is based on surveys of more than 7,200 people in 2007 and 2008, including nearly 3,000 children. Participants were surveyed twice, each time answering detailed questions about what they had eaten over the previous day. Researchers then broke down what they ate into categories, and assigned sodium amounts.
Salt reduction has become a recent focus of public health campaigns, and some major food makers have taken steps or announced plans to gradually reduce sodium in their products.
CDC officials ? who have long encouraged people to eat more fruits and vegetables ? stopped short of advising people to lay off the bread. But they are encouraging consumers to read labels and, for example, buy brands of bread that have lower sodium.
"People can choose how much salt to add to their food at the table. They can't take it out once it's there," Frieden said.
There's another way to consume less sodium. "Eat smaller portions," Hayes said.

Rising regulatory risk squashing M&A deals, say advisers (Reuters)
(Reuters) ? Competition watchdogs are stifling those companies still braving economic uncertainty to attempt mergers and acquisitions, say bankers and lawyers who claim the burden of bureaucracy has intensified with the financial crisis.
The European Commission on Wednesday blocked the merger between Deutsche Boerse and New York Stock Exchange (NYSE), feeding worries of tougher merger controls and a trend towards further bans.
Regulators are bearing down more heavily in response to public expectations that they shore up protection for consumers at a time of financial hardship, say lawyers and dealmakers.
"I am receiving many calls from clients worried that regulators might have a heavier hand on merger control," said the head of M&A for EMEA at a major European investment bank, who declined to be named to protect his clients' identities.
The EU Commission, the region's antitrust watchdog, said the way it approaches merger control had not changed.
"The Commission is not toughening its approach to merger control. It is however true that it had to deal with particularly complicated cases recently. But the number of bans or of remedy requirements have not increased since the new team took office in 2009," said EC spokesman Antoine Colombani.
"Bans should not be seen as a toughening. Every decision is based on facts and every case is different," he added, noting that in 22 years, the EC only banned 21 transactions out of 5000 that were reviewed, or 0.4 percent of the cases.
Corporate advisers say however that what the numbers do not show is the complex and lengthy procedure of checking deals that is becoming more burdensome and, more than the threat of a ban, is worrying company executives as well as driving up the cost and the risks involved.
FINDING BUYERS
With mining giant Xstrata and commodities trader Glencore announcing on Thursday that they are in talks over a possible merger, there are clearly signs of life in the sector.
But lawyers say that such negotiations must now also encompass lining up more partners for merger-related asset disposals further down the line, an added complication.
In one sign of things getting tougher, EU regulators are increasingly requiring companies to name potential buyers when antitrust clearance is conditional on them shedding assets.
"In some markets, the pool of available buyers who will have the ability and incentive to operate the divested business as an effective competitor may be quite limited, raising a question as to whether the merging parties will actually be able to find a buyer at all," points out Mark Friend, head of law firm Allen & Overy's antitrust department, who noted several cases in the retail sector.
In those kind of situations, he says, it is to be expected that the regulator would insist on seeing a buyer for these assets before approving the deal.
However in the current economic climate, finding buyers is becoming increasingly tough because of the difficulty interested parties can face in securing funding.

"I would not be surprised if in 2012 that percentage comes out even higher," said Ajal Notowicz, head of M&A at UK-based law firm Dickson Minto.
DETAILS, DETAILS, DETAILS
UK investigations may take longer than those in the European Union, but they are also fewer owing to a voluntary regime where only the truly problematic transactions are filed with the country's regulator, the Office of Fair Trading.
By contrast, European business chiefs must endure lengthy procedures even when competition concerns are minor, corporate lawyers say.
"Merger control procedures can be very heavy. The Commission usually requires an extremely detailed level of information, even in cases of moderate complexity," said Bernd Meyring, antitrust partner at global law firm Linklaters.
Even just the first step -- being allowed to file the intention to go ahead with a deal -- requires more effort than before. Several European lawyers said the back and forth between them and the European Commission can go on for months before a dossier is deemed "complete."
"Pre-notification discussions tend to be longer than they were a few years ago," Didier Theophile, head of antitrust at Paris-based Darrois Villey law firm said.
Once the review is underway the Commission can still pause it if it needs more material. This happened recently in Google's $12.5 billion bid for U.S. handset maker Motorola Mobility: the EC suspended a January 10 deadline for a decision and asked for more information on the deal.
Although the aim in doing this is to avoid a longer and more harmful "Phase II" investigation, a dragging review can be problematic, often scaring off would-be partners, prompting renegotiation of funding terms or leading to higher legal costs.
"When the investigation lasts too long, the parties become increasingly nervous and it can very well become a deal-breaker," said Arnaud Coibion, M&A partner at Linklaters.
And longer preliminary reviews are no guarantee that the rest of the process will pass more quickly: the European Commission extended its review of Johnson & Johnson's $21.3 billion acquisition of Swiss orthopedic firm Synthes to a Phase II review -- then extended its final verdict by another 10 days to April 2.
In the UK a plan to merge the OFT and the Competition Commission (CC) into a single regulator is also expected to lead to more Phase II investigations, several UK-based lawyers said.
"To date, the prospect of a CC review - and the significant burdens that places on companies - has incentivised the OFT to reach the 'right' answer and avoid unnecessary references," said Alastair Mordaunt, partner at Clifford Chance's Antitrust practice and former OFT director of Mergers.
"This discipline may be diluted in a merged institution - if as the decision maker you're unsure about a borderline case, then why wouldn't you pass it upstairs (or downstairs) for a further look?," he added.
BEEFED-UP EC
The European Commission has beefed up its senior management team in the wake of three contentious decisions involving Airtours, Schneider/Legrand and Tetra Laval which were acrimoniously contested and overturned in 2002-2003.
Since then, the Commission has made it a point to be seen as "irreproachable" and has hired legions of experts, said Bernd Meyring, antitrust lawyer at Linklaters.
Today, about 110 persons oversee merger control at the EC.
The new competition commissioner Joaquin Almunia, seen as more dogmatic than his predecessor Neelie Kroes, "is personally involved in every antitrust dossier," said an EC spokesperson.
In the interest of navigating the regulatory process companies are now devoting more resources to preparing their case for scrutiny.
"Companies must anticipate antitrust issues as soon as when the deal is in gestation. The smartest ones would try to sound the regulator even before deciding whether to launch a bid to see if the antitrust is manageable," said Lionel Melka who manages Paris-based M&A-driven fund Bernheim, Dreyfus & Co.

Medivation prostate cancer drug well-tolerated in trial (Reuters)
(Reuters) ? Medivation Inc's experimental prostate cancer pill caused fewer serious side effects in clinical trial patients than a placebo treatment, according to full results from a pivotal study announced on Tuesday.
The news sent shares of Medivation up more than 11 percent to $61.75 in after-hours trading.
Medivation and partner Astellas Pharma Inc reported in November that the trial had been stopped early after it became clear that the drug, MDV3100, improved median overall survival by 4.8 months compared with a placebo.
Researchers said the trial of 1,199 patients with advanced prostate cancer showed that serious side effects occurred in 28.4 percent of MDV3100 patients, compared with 33.6 percent of the placebo group.
Five patients, or 0.6 percent of the treated group, experienced seizures, said Dr. Howard Scher of Memorial Sloan-Kettering Cancer Center in New York, the trial's lead investigator. An earlier trial of MDV3100 found that 1.5 percent of 198 treated patients had seizures, and some observers were concerned about the drug's safety profile.
The results will likely position MDV3100 as the first treatment for use after patients have stopped responding to chemotherapy, according to Scher. The drug is also being tested in patients with earlier-stage prostate cancer.
The safety profile of the drug "looked good with no major red flags," said ISI Group analyst Mark Schoenebaum, adding that the seizure rate "could pose some concern as the drug is developed in earlier stages of disease."
The full trial results will be presented this week in San Francisco at a meeting sponsored by the American Society of Clinical Oncology.
Dr. Nicholas Vogelzang, an oncologist at the Comprehensive Cancer Centers of Nevada and chair of ASCO's communications committee, described the Medivation trial results as "unprecedented," adding "this is going to definitely change the way we take care of patients every day in the office." He was not involved in the study.
MDV3100 is one of a new class of drugs, known as androgen inhibitors, designed to interfere with the ability of testosterone to bind to prostate cancer cells.
Prostate cancer kills about 250,000 men a year globally and is the second most common cause of cancer death in men in the United States, after lung cancer.
Since November, Medivation shares have soared on hopes that MDV3100 will be a commercial success.
IN TALKS OVER FDA SUBMISSION
Other serious side effects from MDV3100 included fatigue, cardiac disorders, liver function test abnormalities and myocardial infarction, said Medivation Chief Executive David Hung, noting that all were more prevalent in the placebo group than in the treatment group.
"The number of seizures is too small to make any conclusions as to whether or not there is even a causal relationship," he said.
Hung said Medivation is currently in discussions with the U.S. Food and Drug Administration regarding a new drug application.
Wall Street analysts, on average, have forecast MDV3100 sales of $846 million by 2016, according to Thomson Reuters.
New details of the trial included data showing that 54 percent of MDV3100 patients experienced a 50 percent or more decline in levels of prostate specific antigen, or PSA, while just 1.5 percent of placebo patients saw that much of a drop.
The median time to PSA progression was 8.3 months for the MDV3100 group and 3 months for the placebo patients.
Shrinkage of soft tissue tumors was seen in 28.9 percent of MDV3100 patients, compared with 3.8 percent of placebo patients.
This week's ASCO symposium will also feature full results from a trial of Alpharadin, a prostate cancer drug being developed by Germany's Bayer and Norwegian biotech Algeta.
The drug, which has been granted a fast-track review by U.S. regulators, is designed to deliver minute, highly-charged doses of radiation to secondary tumors in the bone.
Full results of a trial involving patients with advanced prostate cancer that had spread to the bone showed that Alpharadin delayed the time to a first skeletal-related event, including fractures, to 13.6 months, compared with 8.4 months for standard care.
Serious side effects, including anemia, were largely balanced between both arms of the trial.
Wall Street analysts have forecast Alpharadin sales of $485 million by 2016.
