Ex-Notre Dame coach pleads guilty in standoff

SOUTH BEND, Ind. ? Former Notre Dame assistant football coach Corwin Brown on Thursday pleaded guilty but mentally ill to charges that he struck his wife and held her hostage with a handgun in a seven-hour standoff with police.

In a plea agreement, prosecutors agreed to drop a class B felony confinement charge against Brown in the August 2011 incident at his home in Granger, just northeast of South Bend. With his house surrounded by police, Brown eventually released his wife, Melissa, then shot himself in the stomach.

Brown, 42, pleaded guilty but mentally ill to class D felony confinement and domestic battery charges.

His family says they believe he sustained brain trauma while playing as a defensive back at college in Michigan and during his eight seasons in the NFL with the Patriots, Jets and Lions.

Corwin and Melissa Brown were at the courthouse Thursday morning, but they both declined to comment on the deal. Sentencing is set for Aug. 21.

The plea agreement recommends a four-year prison sentence, but also states that prosecutors would not oppose a suspended sentence with Brown placed on probation.

"The state won't object to the probation but it is ultimately my decision," St. Joseph County Judge Jane Woodward Miller said. She told Brown he could face up to six years behind bars.

The agreement also calls for Brown to pay $4,471 in restitution to the St. Joseph County police department and $3,763 to the Mishawaka police department.

Miller reiterated that a psychiatrist and a psychologist were divided on whether Brown had been mentally competent at the time of the standoff. She said they weren't asked about his competency to stand trial. Miller has ordered those doctors' reports sealed.

Brown, wearing a blue shirt, dark blue pants and a white coat, told Miller during questioning that he was under a doctor's care in Chicago and was taking medications for psychosis. He said he couldn't recall which types of medications he was on. He said he was able to understand what was going on and that the medications weren't clouding his judgment.

Under questioning from defense attorney Mike Tuszynski, Brown said he couldn't recall everything that happened during the standoff and that he had not kept his wife confined in the house, forcing a brief suspension of the proceedings.

Brown and Tuszynski consulted privately, then the former coach returned to the courtroom and said he pushed his wife inside the house after she called the police. He said he tried to pull her upstairs and that this caused her discomfort or pain.

"At some point she was blocking the door and your arm made contact with her head?" Tuszynski asked.

"Yes," Brown replied.

He said their two children were present during the incident.

High court upholds Obama health law by 5-4 vote

(AP) ? The Supreme Court on Thursday upheld virtually all of President Barack Obama's historic health care overhaul, including the hotly debated core requirement that nearly every American have health insurance.

The 5-4 decision meant the huge overhaul, still taking effect, could proceed and pick up momentum over the next several years, affecting the way that countless Americans receive and pay for their personal medical care.

The ruling hands Obama a campaign-season victory in rejecting arguments that Congress went too far in approving the plan. However, Republicans quickly indicated they will try to use the decision to rally their supporters against what they call "Obamacare," arguing that the ruling characterized the penalty against people who refuse to get insurance as a tax.

Obama declared, "Whatever the politics, today's decision was a victory for people all over this country." GOP presidential candidate Mitt Romney renewed his criticism of the overhaul, calling it "bad law" and promising to work to repeal it if elected in November.

Breaking with the court's other conservative justices, Chief Justice John Roberts announced the judgment that allows the law to go forward with its aim of covering more than 30 million uninsured Americans. Roberts explained at length the court's view of the mandate as a valid exercise of Congress' authority to "lay and collect taxes." The administration estimates that roughly 4 million people will pay the penalty rather than buy insurance.

Even though Congress called it a penalty, not a tax, Roberts said, "The payment is collected solely by the IRS through the normal means of taxation."

Roberts also made plain the court's rejection of the administration's claim that Congress had the power under the Constitution's commerce clause to put the mandate in place. The power to regulate interstate commerce power, he said, "does not authorize the mandate. "

Stocks of hospital companies rose after the decision was announced, while shares of insurers fell sharply. Shares of drugmakers and device makers fell slightly.

The justices rejected two of the administration's three arguments in support of the insurance requirement. But the court said the mandate can be construed as a tax. "Because the Constitution permits such a tax, it is not our role to forbid it, or to pass upon its wisdom or fairness," Roberts said.

The court found problems with the law's expansion of Medicaid, but even there said the expansion could proceed as long as the federal government does not threaten to withhold states' entire Medicaid allotment if they don't take part in the law's extension.

The court's four liberal justices, Stephen Breyer, Ruth Bader Ginsburg, Elena Kagan and Sonia Sotomayor, joined Roberts in the outcome.

Justices Samuel Alito, Anthony Kennedy, Antonin Scalia and Clarence Thomas dissented.

Kennedy summarized the dissent in court. "In our view, the act before us is invalid in its entirety," he said.

The dissenters said in a joint statement that the law "exceeds federal power both in mandating the purchase of health insurance and in denying non-consenting states all Medicaid funding."

In all, the justices spelled out their views in six opinions totaling 187 pages. Roberts, Kennedy and Ginsburg spent 51 minutes summarizing their views in the packed courtroom.

The legislation passed Congress in early 2010 after a monumental struggle in which all Republicans voted against it. House Majority Leader Eric Cantor, R-Va., said Thursday the House will vote the week of July 9 on whether to repeal the law, though such efforts have virtually no chance in the Democratic-controlled Senate.

After the ruling, Republican campaign strategists said Romney will use it to continue campaigning against "Obamacare" and attacking the president's signature health care program as a tax increase.

"Obama might have his law, but the GOP has a cause," said veteran campaign adviser Terry Holt. "This promises to galvanize Republican support around a repeal of what could well be called the largest tax increase in American history."

Democrats said Romney, who backed an individual health insurance mandate when he was Massachusetts governor, will have a hard time exploiting the ruling.

"Mitt Romney is the intellectual godfather of Obamacare," said Democratic consultant Jim Manley. "The bigger issue is the rising cost of health care, and this bill is designed to deal with it."

More than eight in 10 Americans already have health insurance. But for most of the 50 million who are uninsured, the ruling offers the promise of guaranteed coverage at affordable prices. Lower-income and many middle-class families will be eligible for subsidies to help pay premiums starting in 2014.

There's also an added safety net for all Americans, insured and uninsured. Starting in 2014, insurance companies will not be able to deny coverage for medical treatment, nor can they charge more to people with health problems. Those protections, now standard in most big employer plans, will be available to all, including people who get laid off, or leave a corporate job to launch their own small business.

Seniors also benefit from the law through better Medicare coverage for those with high prescription costs, and no copayments for preventive care. But hospitals, nursing homes, and many other service providers may struggle once the Medicare cuts used to finance the law really start to bite.

Illegal immigrants are not entitled to the new insurance coverage under the law, and will remain one of the biggest groups uninsured.

Obama's law is by no means the last word on health care. Experts expect costs to keep rising, meaning that lawmakers will have to revisit the issue perhaps as early as next year, when federal budget woes will force them to confront painful options for Medicare and Medicaid, the giant federal programs that cover seniors, the disabled, and low-income people.

The health care overhaul focus will now quickly shift from Washington to state capitals. Only 14 states, plus Washington, D.C., have adopted plans to set up the new health insurance markets called for under the law. Called exchanges, the new markets are supposed to be up and running on Jan. 1, 2014. People buying coverage individually, as well as small businesses, will be able to shop for private coverage from a range of competing insurers.

Most Republican-led states, including large ones such as Texas and Florida, have been counting on the law to be overturned and have failed to do the considerable spade work needed to set up exchanges. There's a real question about whether they can meet the deadline, and if they don't, Washington will step in and run their exchanges for them.

In contrast to the states, health insurance companies, major employers, and big hospital systems are among the best prepared. Many of the changes called for in the law were already being demanded by employers trying to get better value for their private health insurance dollars.

"The main driver here is financial," said Dr. Toby Cosgrove, CEO of the Cleveland Clinic, which has pioneered some of the changes. "The factors driving health care reform are not new, and they are not going to go away."

The Medicaid expansion would cover an estimated 17 million people who earn too much to qualify for assistance but not enough to afford insurance. The federal and state governments share the cost, and Washington regularly imposes conditions on the states in exchange for money.

Roberts said Congress' ability to impose those conditions has its limits. "In this case, the financial 'inducement' Congress has chosen is much more than 'relatively mild encouragement' ? it is a gun to the head," he said.

The law says the Health and Human Services Department can withhold a state's entire Medicaid allotment if the state doesn't comply with the health care law's Medicaid provisions.

Even while ruling out that level of coercion, however, Roberts said nothing prevents the federal government from offering money to accomplish the expansion and withholding that money from states that don't meet certain conditions.

"What Congress is not free to do is to penalize states that choose not to participate in that new program by taking away their existing Medicaid funding," he said.

Ginsburg said the court should have upheld the entire law as written without forcing any changes in the Medicaid provision. She said Congress' constitutional authority to regulate interstate commerce supports the individual mandate. She warned that the legal reasoning, even though the law was upheld, could cause trouble in future cases.

"So in the end, the Affordable Health Care Act survives largely unscathed. But the court's commerce clause and spending clause jurisprudence has been set awry. My expectation is that the setbacks will be temporary blips, not permanent obstructions," Ginsburg said in a statement she, too, read from the bench.

In the courtroom Thursday were retired Justice John Paul Stevens and the wives of Roberts, Alito, Breyer, Kennedy and Thomas.

Friml receives the award for defining how the plant hormone auxin functions to regulate plant development. He was also recognized for showing how the auxin-governed molecular processes optimise adaptation of plant development and growth to ever-changing environmental conditions. The 39-year-old scientist has published more than 130 original research publications and reviews in top international journals and belongs to the most cited plant biologists worldwide.

"His groundbreaking results influence and continue to shape present and future efforts in a number of areas of plant biology research," stated EMBO Member Ferenc Nagy. The results of Friml's research are of major importance to agriculture as they provide a basis for targeted engineering that could lead to the development of plants that produce higher yields or which are more resistant to drought.

"Being awarded by my peers from EMBO is an immense honour and gives me great encouragement for my further work. I would like to think that this award is not only for me but also in a wider sense for plant research which deserves more support and could definitely benefit from more awareness," said the Gold Medal winner.

Ji? Friml's research highlights include:

  • Showing that transport-dependent morphogenetic auxin gradients and maxima underlie processes such as embryonal development, formation of all plant organs, differentiation and regeneration of tissues as well as responses to external signals such as light and gravity
  • Establishing the concept that auxin acts as a versatile trigger providing spatial and temporal information to reprogram cellular behavior
  • Demonstrating the clathrin-mediated mechanism of endocytosis in plants along with the developmental significance of this process in the field of plant cell biology
  • Revealing mechanisms that govern cell polarity in plants and its importance for both hormonal signaling and development

Career stages

Ji? Friml performed his PhD work at the Max Planck Institute for Plant Breeding Research in Cologne, Germany, and obtained his PhD in Biology from the University of Cologne in 2000. He was also awarded a PhD in Biochemistry in 2002 from Masaryk University in Brno, Czech Republic. In his doctoral studies, he was already providing crucial insight into the mechanisms of transport and distribution of auxin and its role in plant development. For his outstanding scientific contributions during his PhD studies, the Max Planck Society awarded him the prestigious Otto-Hahn Medal.

After finishing his doctoral studies, he received a grant from the Volkswagen Foundation to start his independent research group. At the age of 33, Friml became a professor and head of the Institute of Plant Cell Biology in Gttingen, Germany. Currently, he is a professor in the Department of Plant Systems Biology at the University of Ghent and head of a research group at the Flanders Institute of Biotechnology in Ghent. He also holds an appointment with the Central European Institute of Technology, University Brno, Czech Republic. Friml will move to The Institute of Science and Technology, Austria, at the end of 2012.

The achievements of the Czech-born scientist have been internationally recognised: he was elected a member of EMBO, he is a fellow of the American Association for the Advancement of Science and the recipient of the Heinz-Meyer Leibnitz prize and the Krber European Science Award.

Ji? Friml will receive the EMBO Gold Medal and an award of 10,000 euros on 23 September 2012 at The EMBO Meeting in Nice where he will give a lecture about his research.

An eerie "red crucifix" seen in Britain's evening sky in ad 774 may be a previously unrecognized supernova explosion ? and could explain a mysterious spike in carbon-14 levels in that year's growth rings in Japanese cedar trees. The link is suggested today in a Nature Correspondence by a US undergraduate student with a broad interdisciplinary background and a curious mind.

A few weeks ago, Jonathon Allen, a biochemistry major at the University of California, Santa Cruz, was listening to the Nature podcast when he heard about a team of researchers in Japan who had found an odd spike in carbon-14 levels in tree rings. The spike probably came from a burst of high-energy radiation striking the upper atmosphere, increasing the rate at which carbon-14 is formed (see 'Mysterious radiation burst recorded in tree rings').

But there was a problem: the only known causes of such radiation are supernova explosions or gigantic solar flares, and the researchers knew of no such events in ad 774 or 775, the dates indicated by the tree rings.

Intrigued, Allen hit the Internet. "I just did a quick Google search," he says.

His long-standing interest in history was helpful, he notes. "I knew that going that far back, there's very limited written history," he says. "The only things I'd ever seen or heard of were religious texts and 'chronicles' that listed kings and queens, wars and things of that nature."

His search found the eighth-century entries in the Anglo-Saxon Chronicle at the Avalon Project, an online library of historical and legal documents hosted by Yale University in New Haven, Connecticut. Scrolling down to the year ad 774, Allen found a reference to a "red crucifix" that appeared in the heavens "after sunset".

Hidden in the heavens
"It made me think it's some sort of stellar event," Allen says. Furthermore, he notes, the redness might indicate that the source was hidden behind a dust cloud dense enough to scatter all but a small amount of red light. Such a cloud might also prevent any remnants of the proposed supernova being seen by modern astronomers.

Scientists in the field are impressed. Geza Gyuk, an astronomer at Chicago's Adler Planetarium in Illinois, who has used the Anglo-Saxon Chronicle to investigate past astronomical events, says that Allen might be on to something. "The wording suggests that the object was seen in the western skies shortly after sunset," he says. "That would mean that it would have moved behind the Sun [where it could not be seen] as Earth orbited the Sun. That, along with the dimness of the 'new star' due to dust would go a long way to explaining why no one else would have seen or recorded the event."

Nevertheless, says Donald Olson, a physicist with an interest in historical astronomy at Texas State University in San Marcos, "Early chronicles can be difficult to interpret in an unambiguous way."

As far back as 1870, he says, John Jeremiah published an article in Nature that referred to the same wording from the Anglo-Saxon Chronicle. Jeremiah proposed then that it might have been an early description of the Northern Lights.

"Another possible explanation could be an ice-crystal display," adds Olson, noting that the red "crucifix" could have been formed by sunset light illuminating high-altitude ice particles in both vertical and horizontal bands of light.

But, it could also have been a previously unrecognized supernova. Plenty of supernovae now known to astronomers "are simply missing" in the historical record, says Gyuk. "The sky is a large place and the historical record is not very good."

7 die in attack on Syrian pro-regime TV station

Employees of a pro-government Syrian TV news channel are dead after gunmen storm the station's headquarters and set off explosives. Msnbc.com's Dara Brown reports.

Updated 7:30 a.m. ET: Gunmen raided the headquarters of a pro-government Syrian TV station early Wednesday, killing seven employees, kidnapping others and demolishing buildings, officials said.?

An Associated Press photographer who visited the Al-Ikhbariya station's compound said five portable buildings used for offices and studios had collapsed, with blood on the floor and wooden partitions still on fire. Some walls had bullet holes.?


Al-Ikhbariya is privately-owned but strongly supports President Bashar Assad's regime. Pro-government journalists have been attacked on several previous occasions during the country's 15-month uprising, although such incidents are comparatively rare.?

Information Minister Omran al-Zoebi said the killings were "a massacre against the freedom of the press" in remarks broadcast on state TV.

He later told reporters that it had been carried out by terrorists -- the same word the government uses for rebels. ?Rebels deny they target the media.?

"The terrorists planted explosive devices in the headquarters of al-Ikhbariya following their ransacking of the satellite channel studios, including the newsroom which was entirely destroyed," the state media said.

Restrictions on the media make it difficult to verify accounts of events on the ground.?

An employee at the station said several other staffers were wounded in the attack, which happened just before 4 a.m. local time. He said the gunmen kidnapped him along with several station guards. He was released but the guards were not.?

The employee, who did not give his name for fear of repercussions, said the gunmen drove him about 200 meters (yards) away, and then he heard the explosion of the station being demolished.?

'Quickly deteriorating'
Also on Wednesday, Syrian government forces have committed human rights violations, including executions, across the country "on an alarming scale" during military operations in the past three months, United Nations investigators said.?

Syrian President Bashar aAssad told his newly appointed cabinet that a real "state of war" exists in the country and directed them to direct all its efforts toward vanquishing the uprising against him. ITV's Bill Neely reports.

Their report, presented by investigation head Paulo Pinheiro to the United Nations Human Rights Council in Geneva, also listed multiple killings and kidnappings by armed opposition groups trying to topple ?Assad.?

"The situation on the ground is dangerously and quickly deteriorating," the 20-page report said.?

"In the increasingly militarised context, human rights violations are occuring across the country on an alarming scale during military operations against locations believed to be hosting defectors and/or those perceived as affiliated with anti-government armed groups, including the Free Syrian Army," it said.?

Syria's ambassador dismissed the accusations and threatened to end cooperation with international agencies.?

The investigation's report also said it was unable to determine who carried out a massacre of more than 100 people in Houla in May but that forces loyal to Assad may have carried out many of the killings.?

Tensions between President Barack Obama and Russia President Vladimir Putin are making it more difficult for the two countries to find common ground on issues like Syria and Iran. Former Russian Prime Minister Mikhail Kasyanov discusses.

Activists reported violence throughout Syria on Wednesday. The Syrian Observatory for Human Rights, an activist network, said at least 10 government soldiers were killed in an ambush in the eastern province of Deir el-Zour.?

In neighboring Turkey, some 30 more Syrian soldiers defected with their families overnight, the country's state-run Anadolu news agency reported Wednesday. It was not clear if the group included any senior officers.?

Assad's regime has suffered an embarrassing string of high-ranking defections this week, with dozens of soldiers, including senior officers, reported to have fled to Turkey.?

Report: Syrian general, dozens of other soldiers defect

Much of the violence that has gripped Syria over the past 15 months has been sanctioned by the government to crush dissent. But rebel fighters are launching increasingly deadly attacks on regime targets, and several massive suicide attacks this year suggest al-Qaida or other extremists are joining the fray.?

Many in the opposition consider the media an arm of the regime. Syria does not have a free press and most news organizations are either state-run or private bodies that carry the government's point of view. Most of the private TV stations and newspapers are owned by politicians or wealthy businessmen who have close links to the regime.?

Assad denies that there is any popular will behind the uprising, saying terrorists are behind a conspiracy to destroy the country.?

A resilient community depends on all of us, says Tim Manning, Deputy Administrator for Protection and National Preparedness for the Federal Emergency Management Agency (FEMA). Years of experience in wilderness mountain rescue, as a fire fighter, an EMT, and the former Secretary of the Department of Homeland Security and Emergency Management for the state of New Mexico uniquely situates Manning to help create and implement FEMA?s whole community vision. FEMA is in the process of building scaffolding to link disaster to recovery with its Whole Community Approach to emergency preparedness planning. This scaffolding consists of a community network, appropriate tools, and strategies that are put in place before disaster strikes so that critical recovery mechanisms can be mobilized immediately. ?Our collective preparedness relies on the strength and preparedness of everybody,? says Tim Manning. ?Building resilient communities is a top priority.?

Manning explains that the ?Whole Community approach is a reflection of what FEMA has learned over the years in responding to and preparing for disasters and emergencies. We have learned that the public isn?t a liability in the response but is the most important part of the team in responding to a disaster.? Manning draws on his experience as a fire fighter to explain. ?As a firefighter, there was no emergency where the public wasn?t already helping when I arrived on scene. The public helps in the community in an emergency.? It happens naturally. Historically, however, emergency planning was undertaken from the perspective of what the government needs to do. For example, deployment of police and fire department assets in this manner often treats the public as something that needs to be worked around. ?The reality,? says Manning, ?is that the majority of response in an emergency is neighbors helping neighbors.?

Resilient communities depend on multi-stakeholder participation. ?It?s a large team effort,? stresses Manning. FEMA targets partners from every critical sector, including state, local and tribal government agencies, cities, counties, private sector companies, and the public, to name a few. Next, the planning needs to coordinate with FEMA operations. Comprehensive Preparedness Guide (CPG) 101 ?provides FEMA guidance on the fundamentals of planning and developing emergency operations plans? and in one respect, ?provides methods for planners to conduct community-based planning that engages the whole community by using a planning process that represents the actual population in the community and involves community leaders and the private sector in the planning process.? The goal is to achieve coordination and integration of plans ?across all levels of government, nongovernmental organizations, the private sector, and individuals and families.? Manning notes that this is fundamentally different from what FEMA has done in the past.

Business continuity and resilience enables disaster recovery. ?Disaster recovery is characterized by having a restored and thriving economy in an area and you can?t have that until your retail and business sectors are operating, the tax base is operating, and the people of the community are back to work. You can?t have that until you have resilient supply chains and resilient businesses,? explains Manning. At its most basic level, recovery can?t start until consumers have access to resources. Ensuring access to critical resources means that businesses need to work to identify weak links in the flow of information and in their supply chains so they can establish procedures to eliminate downtime. Importantly, industry is recognizing that they can use emergency preparedness to gain market advantage over competitors. According to Manning, FEMA has seen large retailers insist on continuity in their first and second tier supply chains.

Inherent in FEMA?s Whole Community Approach and directly applicable to the ability to maintain business continuity, is the understanding that the community is a critical element in preparedness planning. Indeed, preparedness planning is personal to a community requiring consideration of a number of characteristics including, for example, its population distribution, its resources, and its culture, just to name a few. Based on this philosophy, says Manning, FEMA is taking a more holistic approach to planning and encourages all members in the community to undertake advanced planning.

Companies are critical and integrated members of a community?s ecosystem and their business resilience is directly dependent on its employees, the people that are dedicated to both the community and to getting operations back up and running. This can?t happen if those employees can?t get to work. To address this, FEMA recommends that companies encourage their employees to individually prepare for disasters so that they can get to work. In another example, the Department of Homeland Security (DHS) and FEMA developed a process to credential personnel. For companies and their supply chains, credentialing their employees can help expedite their drivers through road blocks and cordoned areas in order to get supplies to where they are needed. This can be especially important where an employee is ?borrowed? from another utility in order to get power lines up and running.

Employee preparedness is just one way that private industry is stepping out-front on the issue of planning in order to drive company preparedness. The issue is multi-faceted and another way for companies to build market advantage is to explore opportunities to use emerging technology. Under Federal law, FEMA and the Department of Homeland Security do not endorse private enterprises or their products. And while Mr. Manning did not discuss any particular technology or company, private industry is making strides in developing innovative solutions to address emergency needs. For example, emergency and disaster situations are frequently accompanied by a disruption to the power supply. Companies can prepare by investing in alternate means of electricity generation sized to at least power critical operations.

Preparedness however, does not need to be limited to traditional tools. Advanced technologies can be incorporated into the toolbox and some of these new technologies can provide viable and economic solutions for times when there is not an emergency while adding benefit when there is. For example, mobile solar generators could provide an alternative to traditional diesel generators. Mobile solar generators can provide a lifetime of energy savings because they can be placed at the facility in advance of an emergency and be used to reduce facility energy use and cost during times of peak load demand?the time when energy costs are highest. The facility energy savings realized can help offset the cost of the unit and decrease the pay-back period.

For example, SolaRover, a Colorado company, offers a rapidly deployable critical-output mobile solar power generator system that properly configured, can deliver up to 50 kW of continuous power. Comparatively, the cost per kilowatt hour is dramatically less than that of a diesel generator because the diesel includes fuel costs, resupply logistics, maintenance and overhauls that must be taken into account over the lifetime of the generator.
A mobile, zero emission and silent generation unit addresses not only the need to restore power to get operations up and running, but has the unique ability to be ?pre-positioned? next to the most critical services for public safety and commerce. These mobile solar power units can be strategically placed throughout a region or a predicted disaster zone to power systems or assets vital to recovery, like emergency clinics, police, fire, emergency room facilities, refrigerators and street lights without the requirement to find a safe storage facility for fuel or undamaged functional infrastructure for resupply support. Because the system is mobile, however, if a critical need is identified during the recovery process, or the disaster strikes in near proximity to the preparedness area, the units can simply be ?unplugged? and transported to the new location. Strategic distribution of units throughout a region can help by providing clean and silent back-up power that could be rolled into neighboring cities if required.

For communities, it is also critical to protect assets that support public health. A strategic use for a mobile unit like this is to power pharmacy refrigeration units. In the event of an emergency, uninterrupted power ensures the community access to critical life-saving pharmaceuticals and from the insurer?s perspective protects against loss. During a natural disaster, loss of refrigeration can wipe-out stock piles of essential pharmaceuticals costing upwards of hundreds of thousands of dollars. A small up-front investment in clean mobile solar technology can mitigate this type of asset loss to the benefit of the community on multiple levels.
A clean and silent energy mobile unit could further be used to power cell phone towers or could be integrated with water purification units. In essence, in a disaster, the mobile solar generator could function as a mobile operations center for a facility by powering critical assets, enabling cell phone use and providing access to clean water to the facility and also to the community. In short, removing power disruption from the equation, expedites recovery by maintaining business continuity.

With its Whole Community Approach, FEMA is transforming the historical approach to preparedness planning. Meanwhile, the private sector, the community and the state, local, tribal and federal governments each have a role to play in mitigating and preparing for potential disasters. For each of us, ?The time for planning is right now; take a few minutes and get ready,? says Manning. If each member of the community contributes, and we integrate not only the stakeholders but also the right kinds of material and equipment, we can bridge the gap between disaster and recovery and bring all of our communities back on-line quickly.

Spain requests EU aid, market hopes dim

MADRID/BRUSSELS (Reuters) - Spain formally requested euro zone rescue loans on Monday to recapitalize banks that are laden with bad debts as the euro and shares fell due to investors' skepticism that a European Union summit this week will act decisively on the bloc's debt crisis.

Spanish Economy Minister Luis de Guindos asked for up to 100 billion euros ($125 billion) in a letter to Euro group chairman Jean-Claude Juncker, saying the final amount of assistance would be set at a later stage.

He confirmed his intention to sign a Memorandum of Understanding for the package by July 9 and said the amount should be enough to cover all banks' needs, plus an additional security buffer.

The EU's top economic official, Olli Rehn, said a deal on terms for the loan from Europe's bailout funds could be concluded in a matter of weeks.

"The policy conditionality of the financial assistance, in the form of an EFSF/ESM loan, will be focused on specific reforms targeting the financial sector, including restructuring plans which must fully comply with EU state aid rules," he said.

The rescue, agreed on June 9, is intended to help Spanish lenders recover from the effects of a burst real estate bubble and a recession, which have piled up bad loans and sinking property portfolios. Prime Minister Mariano Rajoy told business leaders he would soon take new measures to revive economic growth and create jobs. He gave no details but said the government remained committed to cutting the public deficit.

Two independent audits last week put the Spanish banks' capital needs in a severe economic downturn at up to 62 billion euros, and a fuller audit will be delivered in September.

Some market economists believe the rescue is merely a prelude to a full bailout for the Spanish state, which saw its borrowing costs soar to euro era record levels above 7 percent early last week, although they have eased to below 6.50 percent.

Spanish and Italian bond yields began to rise again on Monday as markets digested the outcome of a meeting of leaders from the euro zone's four biggest economies in Rome last Friday at which German Chancellor Angela Merkel rejected any new financial commitments to underpin the single currency.

A German government spokesman said on Monday that Merkel was worried that just before the full EU summit on Thursday and Friday, people were expressing a wish for "supposedly easy solutions" such as shared liability.

A working document prepared by top European Union officials calls for the gradual introduction of a banking union, starting with supervisory power for the European Central Bank and developing a deposit guarantee scheme based on pooling national systems, with a levy-funded bank resolution fund.

BERLIN REJECTION

Berlin has so far rejected any joint deposit guarantee or resolution fund, as well as proposals that euro zone governments should assume joint responsibility for each other's debts.

Finance Minister Wolfgang Schaeuble hammered home this message in weekend interviews, saying that throwing more money at the crisis would not solve the problems, and telling Greece it must try harder rather than seeking to soften bailout terms.

"We have to fight the causes," Schaeuble told German TV network ZDF. "Anyone who believes that money alone or bailouts or any other solutions, or monetary policy at the ECB - that will never resolve the problem. The causes have to be resolved."

He cited Ireland and Portugal as countries that were succeeding in their EU/IMF adjustment programs and said Greece had not made a sufficient effort.

Merkel and French President Francois Hollande, whose position is close to that of the top four EU officials, will have one more try at narrowing their differences before the summit on Thursday and Friday.

But the German leader has shown no sign of relenting in her refusal to take on new liabilities for German taxpayers until other euro zone states agree to hand more sovereignty over national budgets and economic policies to EU institutions.

Hollande took the opposite position on Friday, saying there could be no more transfer of sovereignty until there was greater "solidarity" in the EU.

The two-day EU summit will be the 20th time leaders have met to try to resolve a crisis that has spread across the continent since it began in Greece in early 2010.

Greece's new prime minister Antonis Samaras and his finance minister Vassilis Rapanos will both miss the summit, and a visit by "troika" inspectors representing the country's international creditors due this week has been postponed.

Samaras is recovering from eye surgery he underwent on Saturday and Rapanos is in hospital after suffering from nausea before he could be sworn in.

The German spokesman said no decisions would be taken on Greece at the summit as the "troika" inspectors from the European Commission, ECB and the International Monetary Fund must first assess Greek compliance with its 130 billion euro bailout agreement before any renegotiation could be considered.

The Samaras government, which was sworn in last week, has called for the renegotiation of the terms of Greece's bailout, which is keeping the country from bankruptcy but at the cost of great economic suffering.

Ireland and Portugal have also required sovereign bailouts and the crisis now threatens Spain and Italy. Cyprus, one of the euro zone's two smallest economies which is heavily exposed to Greece, is also on the brink of needing a rescue.

Cyprus's president has convened a meeting of the country's political leaders on Tuesday to discuss economic issues amid speculation that it may request assistance after ratings agency Fitch cut its sovereign debt to non-investment grade.

The euro zone has set up two rescue funds to try to contain the crisis, the temporary EFSF and the permanent ESM, due to come into force next month, but markets have so far judged that they contain too little money and their governance is too inflexibly to be effective.

Soy Chai Bookshelf: Meatless Monday: CSA, Vitamix, & Cupcakes!

Guys! ?Gals! ?This is Soy Chai Bookshelf's 200th post! ?I'm not really sure what that means, but it feels like a milestone of sorts so yay! ?It's kind of funny that it's about food stuffs when this is a book blog but there you have it. ?It is Meatless Monday after all...


Meatless Monday is a movement to get Americans to eat less meat and more veggies through the simple expedient of not eating any animal products one day a week. ?It's a great way to segue into vegetarianism or even veganism, or just make a small but real difference in your health and the environment. ?To that end, on Meatless Mondays here at Soy Chai Bookshelf I will talk about anything related to food and vegetarianism, from cookbook reviews to to recipes I've created (don't hold your breath) to bragging about the delicious vegetarian feast I just whipped up to discussing in a (hopefully) not-too-judgemental way why vegetarianism is a great choice. ?I would also love to host guest posters on the topic, so if you're interested in being featured, send me an e-mail at jlmarck at gmail dot com.

SO MUCH FOOD STUFFS GOING ON! ?For me, that is. ?It's all very exciting.

This year the hubby and I signed up for a CSA at a local organic farm. ?For those not in the know, CSA stands for Community Supported Agriculture. ?Basically, we bought a share in the farm and, in exchange, we get a weekly box of freshest produce, from around Memorial Day to rounds about Thanksgiving, which is about the same as the farmers' market season around here. ?The weekly yield depends on how the farm does during that time, so there's not guarantee on how much will be in the box each week. ?Just before the season started, there was a hail storm at one of their two farms, which destroyed tens of thousands?of heads of lettuce but even still, the weekly portions have been more than generous (because of where we pick up, we had to get the family-sized package, which means a whole lotta salad. ?It's been really great though - the produce is so fresh and lasts so much longer than the stuff you get in the store (All that produce that's grown across the world and has been genetically modified to last longer? ?Just get it nearby, and you'll get the same result). ?Plus it's organic, so sometimes it comes with friends, like the cocooned caterpillar I found on one of my lettuce leaves. ?Sounds gross, but it was so cool! ?Everything's super dirty though, but processing it isn't so bad since I really feel like it's mine, since I have a stake in it. ?I took pictures of the first two weeks' yields - look at how green!

This influx in greens has also meant more green smoothies, which is a delicious and healthy way to get some more greens in your diet. ?Only problem is, I just broke my blender (third one in two years), and using an immersion blender to make a smoothie is rather awful. ?Soooooo.... I finally ordered a Vitamix! ?Vitamix and Blendtec are pretty much the?blenders to have - super powerful and long-lasting, apparently they can make nut butters in seconds, so just imagine what they could do to tough kale leaves! ?I got a Vitamix because they have refurbished models available, which saves quite a bit of money (the Vitamix is not cheap) and still comes with a five-year warranty. ?Veggies, rejoice! ?If you're interested, I'll put my basic recipe for a green smoothie at the end of this post.

Finally, I got a new cookbook! ?Om nom nom! ?This was a total impulse buy, but I just couldn't resist. ?Apparently Doron Petersan, who owns a vegan bakery in Washington D.C., has won Food Network's Cupcake Wars?twice, with vegan?cupcakes! ?I'm telling you guys, vegan cupcakes are the way to go! ?The book is really fun, with recipes for basics, recreations of classic Hostess treats, and even the recipes for her winning cupcakes! ?There's also a bit of the science behind baking, which is given in a completely accessible manner. ?I really appreciate Doron's philosophy about vegan baking and eggs - the object isn't to replace the egg but to determine what you want (e.g. a delicate crumb, airiness, flakiness) and figure out how to get there. ?So when people ask, But what did you replace the egg with??you can confidently say, Nothing! ?And stop asking that damned question!? So far, I've only made the chocolate cupcakes and vanilla frosting, but they were delicious!? Which bodes well for the rest of the book. ?Happy baking!

My Green Smoothie Recipe

Don't be afraid to drink your greens! ?I put enough fruit in here that you can't even taste the green stuff, though you still get all the benefits. ?Oh, and on days when I drink green smoothies, I don't need my morning cup of tea. ?Slurp on that!

1 cup orange juice, plus more as needed

1 large handful greens (e.g. kale, chard, beet greens)

3/4 frozen banana (peel and freeze banana in quarters)

1/4 cup or so other frozen fruit (e.g. mango, pineapple)

If you're making this in a regular blender, I suggest you blend ?the juice and greens together first, to get them as smooth as possible, then add the frozen fruit. ?As for the frozen fruit, I suggest you avoid berries, unless you want to drink brown sludge. ?It'll taste good but it won't be as pretty. ?Likewise, using beet greens or rainbow chard won't affect the taste, but it probably will make the drink less appetizing.
