Update on the Financing of the Fund's Concessional Assistance and Debt Relief to Low-Income Member Countries

Summary:This paper reviews recent developments in the status of financing for the Fund?s concessional lending and debt relief. It presents the latest data available and projections whilst taking into account the pledges made thus far in response to the Managing Director?s fund-raising requests of August 2009 and February and November 2012. Additionally, following the Executive Board?s decision in September 2012, the PRGT?s self-sustained capacity is discussed in the context of longer-term projections of the demand for concessional lending.

Section II provides an overview of the Fund?s concessional lending instruments and the associated financing framework as well as the developments since the October 2012 Update. Section III reviews the sources of financing for PRGT operations and discusses developments in the PRGT framework. Section IV reviews the use of PRGT resources and assesses the Trust?s self-sustained capacity in light of the demand projections. Section V provides updates on the subsidization of emergency assistance, while Section VI presents the developments on the financing of debt relief under the HIPC, MDRI, and PCDR Trust. The paper concludes with a proposed decision completing the financing reviews of the PRG-HIPC and MDRI Trusts.

Homeland security chairman: FBI checking training angle in bombing

WASHINGTON (AP) ? The chairman of the House Homeland Security Committee said Sunday that the FBI is investigating in the United States and overseas to determine whether the suspects in the Boston Marathon bombing received training that helped them carry out the attack.

Dzhokhar Tsarnaev, 19, is charged with joining with his older brother, Tamerlan, who's now dead, in setting off the shrapnel-packed pressure-cooker bombs. The bombs were triggered by a remote detonator of the kind used in remote-control toys, U.S. officials have said.

U.S. officials investigating the bombings have told The Associated Press that so far there is no evidence to date of a wider plot, including training, direction or funding for the attacks.

A criminal complaint outlining federal charges against Dzhokhar Tsarnaev described him as holding a cellphone in his hand minutes before the first explosion.

The brothers are ethnic Chechens from Russia who came to the United States about a decade ago with their parents.

"I think given the level of sophistication of this device, the fact that the pressure cooker is a signature device that goes back to Pakistan, Afghanistan, leads me to believe ? and the way they handled these devices and the tradecraft ? ... that there was a trainer and the question is where is that trainer or trainers," said Rep. Michael McCaul, R-Texas, on "Fox News Sunday."

"Are they overseas in the Chechen region or are they in the United States?" McCaul said. "In my conversations with the FBI, that's the big question. They've casted a wide net both overseas and in the United States to find out where this person is. But I think the experts all agree that there is someone who did train these two individuals."

Rep. Adam Schiff, D-Calif., a member of the House Intelligence Committee, said he thought it's "probably true" that the attack was not linked to a major group. But, he told CNN's "State of the Union," that there "may have been radicalizing influences" in the U.S. or abroad. "It does look like a lot of radicalization was self-radicalization online, but we don't know the full answers yet."

On ABC's "This Week," moderator George Stephanopoulos raised the question to the chairman of the House Intelligence Committee about FBI suspicions that the brothers had help in getting the bombs together.

"Absolutely, and not only that, but in the self-radicalization process, you still need outside affirmation," responded Rep. Mike Rogers, R-Mich.

"We still have persons of interest that we're working to find and identify and have conversations with," he added.

At this point in the investigation, however, Sen. Claire McCaskill said there was no evidence that the brothers "were part of a larger organization, that they were, in fact, part of some kind of terror cell or any kind of direction."

The Missouri Democrat, who's on the Senate Homeland Security and Governmental Affairs Committee, told CBS' "Face the Nation" that "it appears, at this point, based on the evidence, that it's the two of them."

Homemade bombs built from pressure cookers have been a frequent weapon of militants in Afghanistan, India and Pakistan. Al-Qaida's branch in Yemen once published an online manual on how to make one.

Tamerlan Tsarnaev was an ardent reader of jihadist websites and extremist propaganda, officials have said. He frequently looked at extremist sites, including Inspire magazine, an English-language online publication produced by al-Qaida's Yemen affiliate.

In recent years, two would-be U.S. attackers reported receiving bomb-making training from foreign groups but failed to set off the explosives.

A Nigerian man was given a mandatory life sentence for trying to blow up a packed jetliner on Christmas Day 2009 with a bomb sewn into his underwear. Umar Farouk Abdulmutallab had tried to set off the bomb minutes before the Amsterdam-to-Detroit flight landed.

The device didn't work as planned, but it still produced smoke, flame and panic. He told authorities that he trained in Yemen under the eye of Anwar al-Awlaki, a radical American-born cleric and one of the best-known al-Qaida figures.

A U.S. drone strike in Yemen killed al-Awlaki in 2011.

In 2010, a Pakistani immigrant who tried to detonate a car bomb in New York's Times Square also received a life sentence. Faisal Shazad said the Pakistan Taliban provided him with more than $15,000 and five days of explosives training.

The bomb was made of fireworks fertilizer, propane tanks and gasoline canisters. Explosives experts said the fertilizer wasn't the right grade and the fireworks weren't powerful enough to set off the intended chain reaction.

(AP) ? A music promoter who brought some of the biggest names in the business to Colorado, including as the Doors, the Rolling Stones and U2, has died. Barry Fey was 73.

The Arapahoe County coroner's office says he died Sunday at his Cherry Hills Village home. An autopsy was planned Monday.

Among the tens of thousands of shows he promoted during his 30-plus year career was U2's legendary performance at Red Rocks Ampitheatre in 1983, captured in the "Under a Blood Red Sky" video. It increased the outdoor venue's popularity and Fey was eventually able to get Bruce Springsteen to play there.

In the forward to Fey's memoir, Ozzy Osbourne said Fey was the first to book Black Sabbath.

Over the 6th and 7th of March 2013 1,083 members of the goo Research online monitor group completed a private internet-based questionnaire. 56.7% of the sample were female, 11.6% in their teens, 15.0% in their twenties, 24.9% in their thirties, 24.7% in their forties, 12.7% in their fifties, and 11.1% aged sixty or older. Note that the score in the results refers to the relative number of votes for each option, not a percentage of the total sample.

As pictured above, as a foreigner who has participated in Japanese tours abroad, that sort of group photo behaviour is quite embarrassing from my point of view. Another behaviour that I witnessed that I would certainly never think of trying myself was when our tour was waiting by our bus, which happened to be a brightly-painted old-fashioned bus, when a young couple came along and asked one of our party if they could take their photo. After this was done, four of the middle-aged ladies in the group one after another asked if they could get their photo taken with the boyfriend, handing their camera to the girlfriend to make sure she was out of the picture.

    Two recent cases of traveling breast-pumping moms resulted in their unnecessary humiliation. These cases also help illustrate the rights of breast-pumping moms in the face of ignorance or poor training.

    On April 18, a flight attendant loudly and repeatedly refused to let Dawnella Brahos use her breast-pump on a flight from Minneapolis to Chicago.

    The harassment came even though Mrs. Brahos had checked on breast-pumping when she made her flight reservations, and had been told her Medela pump was pre-approved. And the incident occurred after Brahos had flown on three other American flights and used the breast-pump with the full support of the flight attendants.

    But on April 18, she told Fox Channel 32 in Chicago that she had been 'humiliated' and 'embarrassed' as the flight attendant told her upon boarding that breast-pumping - however discretely done - was not allowed. The flight attendant repeatedly checked on Brahos to make sure she wasn't using her breast pump.

    The mother of three wasn't traveling with her 1-year-old son. She told The New York Daily News that she normally pumps every three and a half hours and began feeling painfully engorged during the normally short flight because it took off late and she'd spent the previous few hours checking out of a hotel, traveling to the airport, checking in with American and going through security.

    American Airlines has issued a statement of apology: "We apologize for the experience Ms. Brahos had on a recent flight. Our in-flight personnel are trained to handle these situations with professionalism and discretion. American does not have a policy prohibiting the use of breast pumps in-flight. As with other devices that have an on/off switch, customers will be asked not to use them during takeoff and landing. Our procedures advise our crews to ensure that mothers who are breast feeding or using breast pumps have the privacy they need."

    An American spokesman said Brahos needed no prior approval for using her Medela pump. A different brand of pump would have required prior approval, she said.

    Another breast-pumping mom was embarrassed by a TSA agent at a security check point. On March 27, Amy Strand was stopped at Lihue Airport in Kauai as she carried her pump, a cooler pack, and empty milk bottles. She was told by the TSA agent that she couldn't bring the cooler pack unless there was milk in the bottles.

    Ms. Strand, a mother of four and school principal, tried to explain that the ice pack was specially made for the cooler and wouldn't be easy to replace.? And, that she'd emptied the milk out before going through security to avoid carrying more than 3 ounces of liquid.

    Strand said she only had two options: Leave part of the cooler behind or pump. There was no private place to pump so she went to the women's restroom. "I'm in a dress, in heels and I find myself in front of a sink and mirrors with travelers coming in and out of the bathroom," Amy Strand told ABCNews.com. "I'm standing at the sink with my breast hanging out, pumping. I wanted to cry. I was humiliated."

    Like American Airlines, the TSA issued a statement apologizing for the ignorance of its agent. "The passenger has contacted us with her concerns and we accept responsibility for the apparent misunderstanding and any inconvenience or embarrassment this incident may have caused her," the statement said. "The officer in question is receiving remedial training."

    In fact, the TSA website specifically addresses this situation and the current screening procedures."Parents flying with, and without, their child(ren) are permitted to bring breast milk in quantities greater than three ounces as long as it is presented for inspection at the security checkpoint. Additionally, empty bottles and ice packs are permitted under these conditions."

    Lawmaker believes Boston suspects were trained

    WASHINGTON (AP) ? The chairman of the House Homeland Security Committee says he believes the Boston Marathon bombing suspects had some training in carrying out their attack.

    Rep. Michael McCaul is citing the type of device used in the attack ? shrapnel-packed pressure-cooker bombs ? and the weapons' sophistication as signs of training.

    Homemade bombs built from pressure cookers have been a frequent weapon of militants in Afghanistan, India and Pakistan. Al-Qaida's branch in Yemen once published an online manual on how to make one.

    McCaul also tells "Fox News Sunday" that he thinks the suspects' mother played "a very strong role" in her sons' radicalization process and that if she were to return to the United States from Russia, she'd be held for questioning.

    FBI: Miss. man arrested in ricin letters case

    JACKSON, Miss. (AP) ? A Mississippi man whose home and business were searched as part of an investigation into poisoned letters sent to the president and others has been arrested in the case, according to the FBI.

    Everett Dutschke, 41, was arrested about 12:50 a.m. Saturday at his Tupelo home in connection with the letters, FBI spokeswoman Deborah Madden said. The letters, which tests showed were tainted with ricin, were sent April 8 to President Barack Obama, Sen. Roger Wicker of Mississippi and earlier to an 80-year-old Mississippi judge, Sadie Holland.

    Madden said FBI special agents arrested Dutschke (pronounced DUHS'-kee) without incident. She said additional questions should be directed to the U.S. attorney's office. The office in Oxford did not immediately respond to messages Saturday.

    Dutschke's attorney, Lori Nail Basham, said Saturday in a text message that "the authorities have confirmed Mr. Dutschke's arrest. We have no comment at this time." Basham also said via text that she didn't know what the charges against Dutschke were.

    Basham said earlier this week that Dutschke was "cooperating fully" with investigators. Dutschke has insisted he had nothing to do with the letters.

    Ryan Taylor, a spokesman for Wicker, said Saturday that "because the investigation is still ongoing, we're not able to comment."

    Charges in the case were initially filed against an Elvis impersonator but then dropped. Attention then turned to Dutschke, who has ties to the former suspect, the judge and the senator. Earlier in the week, as investigators searched his primary residence in Tupelo, Dutschke told The Associated Press, "I don't know how much more of this I can take."

    "I'm a patriotic American. I don't have any grudges against anybody. ... I did not send the letters," Dutschke said.

    Charges initially were filed last week against Paul Kevin Curtis, 45, the Elvis impersonator, but then dropped after authorities said they had discovered new information. Curtis' lawyers say he was framed.

    Curtis' attorney, Christi McCoy, said Saturday: "We are relieved but also saddened. This crime is nothing short of diabolical. I have seen a lot of meanness in the past two decades, but this stops me in my tracks. "

    Dutschke and Curtis were acquainted. Curtis said they had talked about possibly publishing a book on an alleged conspiracy to sell body parts on a black market. But he said they later had a feud.

    Judge Holland is a common link between the two men who have been investigated, and both know Wicker.

    Holland was the presiding judge in a 2004 case in which Curtis was accused of assaulting a Tupelo attorney a year earlier. Holland sentenced him to six months in the county jail. He served only part of the sentence, according to his brother.

    Holland's family has had political skirmishes with Dutschke. Her son, Steve Holland, a Democratic state representative, said he thinks his mother's only other encounter with Dutschke was at a rally in the town of Verona in 2007, when Dutschke ran as a Republican against Steve Holland

    Holland said his mother confronted Dutschke after he made a derogatory speech about the Holland family. She demanded that he apologize, which Holland says he did.

    On Saturday, Steve Holland said he can't say for certain that Dutschke is the person who sent the letter to his mother but added, "I feel confident the FBI knows what they are doing."

    "We're ready for this long nightmare to be over," Holland told The Associated Press.

    He said he's not sure why someone would target his mother. Holland said he believes Dutschke would have more reason to target him than his mother.

    "Maybe he thinks the best way to get to me is to get to the love of my life, which is my mother," Holland said Saturday.

    Attacks kill 8 from Iraq security forces

    BAGHDAD (AP) ? Iraqi authorities say attackers have killed eight members of the security forces, including five anti-al-Qaida militiamen, amid rising sectarian violence in the country.

    Police said that the first attack occurred early Saturday when gunmen opened fire on a checkpoint manned by pro-government Sunni fighters near the city of Tikrit.

    In western Iraq, three army intelligence soldiers riding a vehicle were stopped by gunmen near a protest site in Ramadi. In the gun battle that ensued, the soldiers were killed and two gunmen were wounded.

    Hospital officials confirmed the casualties. All officials spoke on condition of anonymity because they are not authorized to talk to the media.

    The current wave of violence in Iraq has left more than 170 people dead over the past five days.

Boston Marathon bombing suspect Dzhohkar Tsarnaev was moved from a hospital to a federal prison medical center while FBI agents shifted the focus of their investigation to how the deadly plot was pulled off and searched for evidence Friday in a landfill near the college he attended.

    Tsarnaev, 19, was taken from Beth Israel Deaconess Medical Center, where he was recovering from a throat wound and other injuries suffered during an attempt to elude police last week, and he was transferred to the Federal Medical Center Devens, about 40 miles from Boston, the U.S. Marshals Service said. The facility, at a former Army base, treats federal prisoners.

    "It's where he should be; he doesn't need to be here anymore," said Beth Israel patient Linda Zamansky, who thought his absence could reduce stress on bombing victims who have been recovering at the hospital under tight security.

    The FBI's investigation of the April 15 bombing has turned from identification and apprehension of suspects to piecing together details of the plot, including how long the planning took, how it was carried out and whether anyone else knew or was involved.

    A federal law enforcement official not authorized to speak on the record about the investigation told The Associated Press on the condition of anonymity on Friday that the FBI was gathering evidence regarding "everything imaginable."

    FBI agents picked through a landfill near the University of Massachusetts Dartmouth, where Tsarnaev was a sophomore. FBI spokesman Jim Martin would not say what investigators were looking for.

    An aerial photo in Friday's Boston Globe showed a line of more than 20 investigators, all dressed in white overalls and yellow boots, picking over the garbage with shovels or rakes.

    Investigators also have continued to interview people who were close to Tsarnaev, including two young men from Kazakhstan who were students with him at UMass Dartmouth.

    Azamat Tazhayakov and Dias Kadyrbayev were jailed by immigration authorities the day after Tsarnaev's capture. Kadyrbayev's lawyer, former federal prosecutor Robert Stahl, said the pair, who had partied with Tsarnaev and other students at an off-campus apartment, had nothing to do with the attack and had no idea their friend harbored any violent thoughts.

    "These kids are just as shocked and horrified about what happened as everyone else," Stahl said. He said they are being held for violating their student visas by not regularly attending classes and want to return to Kazakhstan as soon as possible.

    U.S. officials, meanwhile, said that the bombing suspects' mother had been added to a federal terrorism database about 18 months before the deadly attack ? a disclosure that deepens the mystery around the Tsarnaev family and marks the first time American authorities have acknowledged that Zubeidat Tsarnaeva was under investigation before the tragedy.

    The news is certain to fuel questions about whether President Barack Obama's administration missed opportunities to thwart the marathon bombing, which killed three people and wounded more than 260.

    Tsarnaev is charged with joining with his older brother, now dead, in setting off the shrapnel-packed pressure-cooker bombs. The brothers are ethnic Chechens from Russia who came to the United States about a decade ago with their parents. Investigators have said it appears that the brothers were angry about the U.S. wars in Afghanistan and Iraq.

    Two government officials, speaking on condition of anonymity because they were not authorized to speak publicly about the investigation, said the CIA had Zubeidat Tsarnaeva's name added to the terror database along with that of her son Tamerlan Tsarnaev after Russia contacted the agency in 2011 with concerns that the two were religious militants.

    About six months earlier, the FBI investigated mother and son, also at Russia's request, one of the officials said. The FBI found no ties to terrorism. Previously U.S. officials had said only that the FBI investigated Tamerlan Tsarnaev.

    In an interview from Russia, Tsarnaeva said Friday that she has never been linked to terrorism.

    "It's all lies and hypocrisy," she said from Dagestan. "I'm sick and tired of all this nonsense that they make up about me and my children. People know me as a regular person, and I've never been mixed up in any criminal intentions, especially any linked to terrorism."

    Tsarnaeva faces shoplifting charges in the U.S. over the theft of more than $1,624 worth of women's clothing from a Lord & Taylor department store in Natick in 2012.

    Earlier this week, she said she has been assured by lawyers that she would not be arrested if she traveled to the U.S., but she said she was still deciding whether to go. The suspects' father, Anzor Tsarnaev, said that he would leave Russia soon for the United States to visit one son and lay the other to rest.

    A team of investigators from the U.S. Embassy in Moscow has questioned both parents in Russia this week, spending many hours with the mother in particular over two days.

    Meanwhile, New York's police commissioner said the FBI was too slow to inform the city that the Boston Marathon suspects had been planning to bomb Times Square days after the attack at the race.

    Federal investigators learned about the short-lived scheme from a hospitalized Dzhokhar Tsarnaev during a bedside interrogation that began Sunday night and extended into Monday morning, officials said. The information didn't reach the New York Police Department until Wednesday night.

    "We did express our concerns over the lag," said police Commissioner Raymond Kelly, who with Mayor Michael Bloomberg had announced the findings on Thursday.

    The FBI had no comment Friday.

    Fargo students forgo class to help with flood prep

    FARGO, N.D. (AP) ? Hundreds of high school students pitched in Friday to place 100,000 sandbags around Fargo and help protect homes against Red River flooding.

    The familiar sandbag party that kicked off what city officials call "tuck it in weekend" began in 2009 when residents fought the first of three straight major floods. Students placed 700,000 sandbags in less than two days during the last flood in 2011. Officials and residents hope not nearly as many are needed this year.

    The students sandbagged 134 homes throughout the city Friday and headed back to school after lunch was served by grateful residents such as Glenda Bro. About 40 students, mostly from Fargo North, laughed and sang as they tossed sandbags outside the home where Bro and her husband, a Fargo physician, have lived for 32 years.

    Bro said it was a relief to have the sandbagging help, which she called "organized and calm." The singing helped.

    "That's kind of contagious," Bro said. "Fear is contagious, and so is a happy spirit."

    The city has reason to be optimistic.

    The latest forecast calls for the Red River to reach a water level between 37 and 39 feet, down a foot from the previous crest range. Although the river begins to spill its banks at 18 feet, few structures are threatened until the water level goes above 38 feet, thanks primarily to increased flood protection efforts in recent years.

    "The bottom line is we're in excellent shape to meet the crisis of 2013," said Dennis Walaker, Fargo mayor.

    The river measured 21.7 feet at 2 p.m. Friday. Tim Mahoney, Fargo's deputy mayor, said the city would be buttoned up by the end of the weekend, then officials will monitor the river on an hourly basis.

    "This weekend what we want to do is tuck it in, which means get all our dikes done, get all our sandbagging done, get everything done," Mahoney said. "And then we wait and watch."

    Many students were happy to be outside on what was the first day where temperatures had reached into the 60s this year.

    Fargo North student Ross Ashland, 17, also said he felt good about sandbagging because he was forced to evacuate his house during a record flood in 2009. He was also happy to be outside in a T-shirt for the "first time since winter started."

    Another North student, Tristin Schoenwald, 16, said most of his classmate wanted to start sandbagging Thursday but weren't complaining about a lower river crest prediction.

    "We're happy to help," he said. "The community has always been there for us. It's nice to return the favor."

    One 13-year-old sandbagger, Brooke Peterson, is home-schooled student whose friend lives in the neighborhood.

    "It's great to help. I love it," she said. "It's a great workout and I'm getting fresh air."

    City worker Jim Mohr, who directed sandbag placement behind the Bro home, said the students were extremely coachable.

    "They get it down pretty quickly," Mohr said. "It's great to have them."

    Although workers placed down plywood in an effort to limit damage to the neighborhoods, it wasn't an issue around Bro's house because it won't be around for long. Not too long ago, the city told her the house was low on the priority list for a buyout. But last Saturday, the city agreed to take it off their hands.

    "That is an answered prayer because this house wouldn't sell," Bro said. "Nobody is going to buy a house on the river in Fargo."

    NASA probe observes meteors colliding with Saturn's rings

    Apr. 25, 2013 ? NASA's Cassini spacecraft has provided the first direct evidence of small meteoroids breaking into streams of rubble and crashing into Saturn's rings.

    These observations make Saturn's rings the only location besides Earth, the moon and Jupiter where scientists and amateur astronomers have been able to observe impacts as they occur. Studying the impact rate of meteoroids from outside the Saturnian system helps scientists understand how different planet systems in our solar system formed.

    The solar system is full of small, speeding objects. These objects frequently pummel planetary bodies. The meteoroids at Saturn are estimated to range from about one-half inch to several yards (1 centimeter to several meters) in size. It took scientists years to distinguish tracks left by nine meteoroids in 2005, 2009 and 2012.

    Details of the observations appear in a paper in the Thursday, April 25 edition of Science.

    Results from Cassini have already shown Saturn's rings act as very effective detectors of many kinds of surrounding phenomena, including the interior structure of the planet and the orbits of its moons. For example, a subtle but extensive corrugation that ripples 12,000 miles (19,000 kilometers) across the innermost rings tells of a very large meteoroid impact in 1983.

    "These new results imply the current-day impact rates for small particles at Saturn are about the same as those at Earth -- two very different neighborhoods in our solar system -- and this is exciting to see," said Linda Spilker, Cassini project scientist at NASA's Jet Propulsion Laboratory in Pasadena, Calif. "It took Saturn's rings acting like a giant meteoroid detector -- 100 times the surface area of the Earth -- and Cassini's long-term tour of the Saturn system to address this question."

    The Saturnian equinox in summer 2009 was an especially good time to see the debris left by meteoroid impacts. The very shallow sun angle on the rings caused the clouds of debris to look bright against the darkened rings in pictures from Cassini's imaging science subsystem.

    "We knew these little impacts were constantly occurring, but we didn't know how big or how frequent they might be, and we didn't necessarily expect them to take the form of spectacular shearing clouds," said Matt Tiscareno, lead author of the paper and a Cassini participating scientist at Cornell University in Ithaca, N.Y. "The sunlight shining edge-on to the rings at the Saturnian equinox acted like an anti-cloaking device, so these usually invisible features became plain to see."

    Tiscareno and his colleagues now think meteoroids of this size probably break up on a first encounter with the rings, creating smaller, slower pieces that then enter into orbit around Saturn. The impact into the rings of these secondary meteoroid bits kicks up the clouds. The tiny particles forming these clouds have a range of orbital speeds around Saturn. The clouds they form soon are pulled into diagonal, extended bright streaks.

    "Saturn's rings are unusually bright and clean, leading some to suggest that the rings are actually much younger than Saturn," said Jeff Cuzzi, a co-author of the paper and a Cassini interdisciplinary scientist specializing in planetary rings and dust at NASA's Ames Research Center in Moffett Field, Calif. "To assess this dramatic claim, we must know more about the rate at which outside material is bombarding the rings. This latest analysis helps fill in that story with detection of impactors of a size that we weren't previously able to detect directly."

    The Cassini-Huygens mission is a cooperative project of NASA, the European Space Agency and the Italian Space Agency. NASA's Jet Propulsion Laboratory, Pasadena, Calif., a division of the California Institute of Technology, Pasadena, manages the Cassini-Huygens mission for NASA's Science Mission Directorate in Washington. JPL designed, developed and assembled the Cassini orbiter and its two onboard cameras. The imaging team consists of scientists from the United States, England, France and Germany. The imaging operations center is based at the Space Science Institute in Boulder, Colo.

    Don't Call the White House Correspondents' Dinner 'Nerd Prom'

    On Saturday night, Washington's media elite and the government they cover will sit down together for a meal, lots of drinks, and a few tame jokes. The annual event is formally known as the White House Correspondents' Dinner but over the last four years it has informally become "nerd prom." This is not accurate on either count:?The Correspondents' Dinner is not a prom; its attendees are not nerds.

    The event is run by the White House Corespondents' Association, an organization representing the White House press corps. It's not entirely clear who first started referring to its annual dinner as Nerd Prom. (In 1920, when the dinner started, it probably was not called Nerd Prom in part because the word "nerd" didn't exist yet.) The most definitive history of the term?blames blogger?Ana Marie Cox, now a columnist at The Guardian,?for applying it to the dinner in 2009, which matches?Google Trends' data.

    But Cox did not coin "nerd prom." That honor goes to the San Diego Comics Convention, which has been used since the mid-2000s. While the Comic-Con may not be a prom ??that is, a formal dance ??there's little question that it is at least a group which includes a healthy percentage of nerds.

    It only took about a year from when the term "nerd prom" emerged for it to be discredited. In May of 2010, the Washington Post wrote:

    It's time to concede that the White House Correspondents' Association dinner doesn't have much to do with the White House and its correspondents anymore. Forget about that cute, self-deprecating "nerd prom" image ? sorry, but nerds can't get into the parties anymore.

    What changed is probably what changed in the White House in 2009 ??suddenly there was a president that people (read: celebrities) wanted to see and hang out with. The WHCD offered a perfect opportunity. Media companies that had access finally had something that Hollywood wanted. And celebrities signed up in droves for the opportunity to meet the coolest guy in town, Barack Obama. We can extrapolate a bit further from this, although this is speculation. Celebrities showing up in Washington, D.C., was unusual (at least for people who were new to town since the Clinton Administration). Sitting down for dinner with schlubs from the Post (and, ahem, The Atlantic) was even weirder. To those celebrities, this was a probably seen as a dinner held by a bunch of nerds. Their prom, if you will.

    But what happened next is that media personalities embraced the term. What the Post called "self-deprecating," what Politico's Roger Simon this morning claims?is somehow meant as an insult, is really a humblebrag, a way of saying, "I'm going to this thing that is so dorky because everyone who goes is such a brilliant nerd, and did I mention I am going to it." Also handy, it provides a bit of cover for those who might otherwise be criticized for going to an event just to kiss up to celebrities: "No, no, it's a total nerd event."

    Let's look at just how nerdy this year's event is going to be. We've been compiling the announced attendees over the course of the week and categorized them by type and nerdiness to hopefully provide a portrait of the people in the room.

    A necessary caveat: The people included on this list are only the people who've been announced as attending by the media outlets that bought tables at the event. It is 1) incomplete and 2) heavy on celebrity, because media companies know enough about the media to know that the media is only going to cover the people sitting at their tables if they include celebrities on the list. It's too bad that the media is so focused on celebrity, the media thinks, because otherwise the media could announce all of the non-celebrities the media wanted to invite but didn't because the media just loves celebrities too much. But, of course, the media could invite non-celebrities to attend. It could, for example, invite scientists or the reporters it employs or people who might enjoy an evening of jokes from Conan O'Brien and jokes from Barack Obama and so on. So while the people included in the data are overwhelmingly celebs ??there's no reason they had to be. The media went ahead and invited a bunch of non-nerds to its Nerd Prom.

    Here is the breakdown of invited guests, by category. Government generally means anyone holding elected office or an appointed position.

    And, more importantly, the nerd status of each.

    Who counts as a nerd in our formulation? We used the Milhouse Van Houten definition: a nerd is a dork who is smart. So we counted George Lucas, even though he's also a rich celebrity. We counted Ray LaHood. We counted Eric Cantor, which was probably generous. We did not count Michigan governor Rick Snyder, despite his Twitter handle of @onetoughnerd, because we decide who's a nerd and who isn't, Governor. So we put him as a "Maybe." Other "maybe"s: Jon Favreau, Samantha Power, Steve Israel.

    You know who isn't a nerd? Nicole Kidman. Tracy Morgan. Fred Armisen. Claire Danes. Kevin Spacey. You know who extra-super aren't nerds? Kevin Ware and Ryan Zimmerman. They are popular athletes, one of whom makes millions of dollars. Rich, popular athletes are basically as far away from nerds on the spectrum of American culture as it is possible to get.

    By our math, over three-quarters of the announced guests at tomorrow night's non-prom are not nerds. The majority are celebrities. As the Post argued in 2010, the name "Nerd Prom" has got to go. But we're not cold-hearted. We will offer this as a replacement name for use in your braggy tweets and immodest recaps: "The D.C. Dinner for Stars and the People that Love Them." Please use this fun shorthand until we get another boring president that only nerds want to hear speak. At which point, we can finally start calling it nerd prom ??not that anyone there would be tweeting about it.

    How Parkinson's disease protein acts like a virus

    Apr. 25, 2013 ? A protein known to be a key player in the development of Parkinson's disease is able to enter and harm cells in the same way that viruses do, according to a Loyola University Chicago Stritch School of Medicine study.

    The protein is called alpha-synuclein. The study shows how, once inside a neuron, alpha synuclein breaks out of lysosomes, the digestive compartments of the cell. This is similar to how a cold virus enters a cell during infection. The finding eventually could lead to the development of new therapies to delay the onset of Parkinson's disease or halt or slow its progression, researchers said.

    The study by virologist Edward Campbell, PhD, and colleagues, was published April 25, 2013 in the journal PLOS ONE.

    Alpha-synuclein plays a role in the normal functioning of healthy neurons. But in Parkinson's disease patients, the protein turns bad, aggregating into clumps that lead to the death of neurons in the area of the brain responsible for motor control. Previous studies have shown that these protein aggregates can enter and harm cells. Campbell and colleagues showed how alpha synuclein can bust out of lysosomes, small structures that collectively serve as the cell's digestive system. The rupture of these bubble-like structures, known as vesicles, releases enzymes that are toxic to the rest of the cell.

    "The release of lysosomal enzymes is sensed as a 'danger signal' by cells, since similar ruptures are often induced by invading bacteria or viruses," said Chris Wiethoff, a collaborator on the study. "Lysosomes are often described as 'suicide bags' because when they are ruptured by viruses or bacteria, they induce oxidative stress that often leads to the death of the affected cell."

    In a viral or bacterial infection, the deaths of such infected cells may overall be a good thing for the infected individual. But in Parkinson's disease, this same protective mechanism may lead to the death of neurons and enhance the spread of alpha-synuclein between cells in the brain, Campbell said. "This might explain the progressive nature of Parkinson's disease. More affected cells leads to the spread of more toxic alpha-synuclein aggregates in the brain," Campbell said. "This is very similar to what happens in a spreading viral infection."

    Campbell stressed that these studies need to be followed up and confirmed in other models of Parkinson's disease. "Using cultured cells, we have made some exciting observations. However, we need to understand how lysosomal rupture is affecting disease progression in animal models of Parkinson's disease and, ultimately, the brains of people affected by Parkinson's disease. Can we interfere with the ability of alpha-synuclein to rupture lysosomes in these settings? And will that have a positive effect on disease progression? These are the questions we are excited to be asking next."

    Jeffrey H. Kordower, PhD, professor of neurological sciences, professor of neurosurgery and director of the Research Center for Brain Repair at Rush University Medical Center, said the study "is an important finding by a group of investigators who are beginning to make their impact in the field of Parkinson's disease. This paper adds to the growing concept that alpha-synuclein, a main culprit in the cause of Parkinson's disease, can transfer from cell to cell. This paper elegantly puts a mechanism behind such a transfer. The findings will help shape the direction of Parkinson's disease research for years to come."

    GE Capital Halts Gun Shop Purchase Loans - The Inquisitr

    GE Capital has stopped offering consumer financing programs to gun shops in response to the ?industry changes, new legislation and tragic events.?

    A GE Capital spokesman stated that the move expanded on a policy the company established in 2008. The company, General Electric?s lending arm, stopped offering new consumer financing for purchases of guns from gun shops.

    However, existing relationships with gun shops were grandfathered in, allowing them to continue. The lending cutoff only applies to retailers whose main commodity is guns.

    That means it does not affect retailers like Walmart, Cabelas, Bass Pro Shops, and other sporting goods stores.?GE Capital spokesman Russell Wilkerson explained that the company added that the catalysts ?have caused widespread reexamination of policies on firearms.? He added that the loans to gun customers has been ?an immaterial part of our sales volume.?

    GE Capital joins a list of some of the nation?s largest lenders, which also do not finance gun purchases. Those lenders include Wells Fargo, which stopped the practice in 2004, and Citigroup.

    But while GE Capital is not the only lender to stop financing gun purchases, the group is receiving criticism for its timing. The move comes after high-profile mass killings in Newtown, Connecticut; Milwaukee, Oregon; and Aurora, Colorado.

    GE is the second big financial firm to back away from the gun business in light of the Newtown shootings, which claimed the lives of 27 people along with the shooter, Adam Lanza. Days after the killings, Cerberus Capital Management LP, which owns Freedom Group Inc., stated it would try to sell the gun company.

    Freedom Group Inc. makes brands like Remington, Bushmaster, Marlin, and H&R. GE Capital?s decision likely had more to do with Newtown, Connecticut. GE is based in Fairfield, not far from Newtown. The location is where Lanza killed 27 people, including 20 children and his mother, before he killed himself. ?Lanza?s father, Peter, is also a GE executive.

    While a typical handgun costs more than $300, financing guns is a marginal activity. The company?s exit from the market will have little overall impact on the US gun market, whose sales totaled $11.7 billion in 2012.

But looking closely at the bout, I see no way Sonnen can win it. I expect Jones to get a takedown at some point, cut Sonnen open with an elbow and finish it that way.

    Maggie Hendricks -- Jon Jones TKO3 Chael Sonnen: When you cut through the smack talk and look at their actual skills in the cage, Sonnen is moving up in weight to meet a fighter who is younger, faster and more skilled.
