Contractor leaked test to guards at nuclear complex: watchdog

WASHINGTON (Reuters) - Guards at the government's maximum-security facility for weapons-grade uranium were given a copy of a test and its answers before they were to take it, an official report by the Energy Department's Inspector General said on Wednesday.

The test was prompted by a major security breach at the government's Y-12 nuclear facility in Oak Ridge, Tennessee in July, when an 82-year-old nun and two aging peace activists broke into the complex and vandalized it.

The building, designed after the September 11, 2001, al Qaeda attacks on New York and Washington, was supposed to be one of the most secure complexes in the United States.

The recent break-in led to a series of detailed reviews of the Energy Department's oversight of its nuclear weapons facilities.

A federal inspector from the Energy Department's Office of Health, Safety and Security was at the site on August 29, the day before the test was to be given. He found a copy of the test and answer key, in the car of the security guard who was his escort, the report said.

The compromised test was pulled, and a revised version was given.

An investigation found the test's questions and answers had been widely distributed as a "training aide" for guards by WSI Oak Ridge, owned by international security firm G4S.

G4S was the focus of a political and media storm this summer after it failed to provide enough guards for the London Olympics, forcing the British government to mobilize thousands of troops at the last minute to help with security.

WSI officials said there was "no intent to cheat" on the test, Inspector General Gregory Friedman wrote in his report, terming the credibility of their testimony "questionable."

The firm was fired from Y-12 on Oct 1, and the security work was taken over by contractor B&W Y-12, a unit of Babcock & Wilcox Co, which operates the site for the Energy Department.

The test had been shared with B&W to get comments on its accuracy, but Friedman said federal officials did not give detailed instructions on keeping the information secure.

A spokeswoman for B&W Y-12 was not immediately available for comment.

"Based on disclosures by contractor officials, there is also a possibility that compromises of test materials may have occurred at other sites without discovery," Friedman wrote.

'TROUBLING DISPLAYS OF INEPTITUDE'

In an earlier report, Friedman had excoriated the department for "troubling displays of ineptitude" at the plant, where among other missteps a broken security camera was left unfixed for about six months.

His review of the incident in July found guards ignored motion sensors tripped by the peace activists because they were routinely triggered by wildlife.

"Security of the nation's most sensitive nuclear material storage and processing facilities must not be left to chance," he said.

The Energy Department's Office of Health, Safety and Security said it has tightened its test procedures as a result.

But the head of the Nuclear National Nuclear Security Administration (NNSA), the agency in the department responsible for the sites, disagreed that problems with its oversight of contractors played a role in the compromised test.

In an official response, Thomas D'Agostino said the issue was due to "the unilateral decision on the part of the contractor to make further internal dissemination to a broader number of individuals."

The NNSA has said it fixed the immediate security issues. A task force is currently assessing its oversight of the nuclear weapons complex.

How to make stem cells: Nuclear reprogramming moves a step forward

ScienceDaily (Oct. 29, 2012) ? The idea of taking a mature cell and removing its identity (nuclear reprogramming) so that it can then become any kind of cell, holds great promise for repairing damaged tissue or replacing bone marrow after chemotherapy. Hot on the heels of his recent Nobel prize Dr John B. Gurdon has published October 29 in BioMed Central's open access journal Epigenetics & Chromatin? research showing that histone H3.3 deposited by the histone-interacting protein HIRA is a key step in reverting nuclei to a pluripotent type, capable of being any one of many cell types.

All of an individual's cells have the same DNA, yet these cells become programmed, as the organism matures, into different types such as heart, or lung or brain. To achieve this different genes are more or less permanently switched off in each cell lineage. As an embryo grows, after a certain number of divisions, it is no longer possible for cells which have gone down the pathway to become something else. For example heart cells cannot be converted into lung tissue, and muscle cells cannot form bone.

One way to reprogram DNA is to transfer the nucleus of a mature cell into an unfertilized egg. Proteins and other factors inside the egg alter the DNA switching some genes on and other off until it resembles the DNA of a pluripotent cell. However there seem to be some difficulties with this method in completely wiping the cell's 'memory'.

One of the mechanisms regulating the activation of genes is chromatin and in particular histones. DNA is wrapped around histones and alteration in how the DNA is wound changes which genes are available to the cell. In order to understand how nuclear reprogramming works Dr Gurdon's team transplanted a mouse nucleus into a frog oocyte (Xenopus laevis). They added fluorescently tagged histones by microinjection, so that they could see where in the cell and nucleus the these histones collected.

Prof Gurdon explained, "Using real-time microscopy it became apparent that from 10 hours onwards H3.3 (the histone involved with active genes) expressed in the oocyte became incorporated into the transplanted nucleus. When we looked in detail at the gene Oct4, which is known to be involved in making cells pluripotent, we found that H3.3 was incorporated into Oct4, and that this coincided with the onset of transcription from the gene." Prof Gurdon's team also found that Hira, a protein required to incorporate H3.3 into chromatin, was also required for nuclear reprogramming.

Dr Steven Henikoff, from the Fred Hutchinson Cancer Research Center, commented, "Manipulating the H3.3 pathway may provide a way to completely wipe a cell's 'memory' and produce a truly pluripotent cell. Half a century after showing that cells can be reprogrammed this research provides a link to the work of Shinya Yamanaka (who shared the prize), and suggests that chromatin is a sticking point preventing artificially induced reprogramming being used routinely in the clinic."

Berry Bros. & Rudd's No.3 Bar at The Royal Albert HallFor a company with a 300-year-old heritage, and a traditional image, Berry Bros. seem to like innovating!

In the past 20 years or so, we have broken more new ground, it seems, than ever before. Shops in Heathrow (now sadly departed), businesses in Asia, forays into the world of hospitality, new products, two new warehouses, not to mention astonishing innovations online ? in a world most of us hardly knew existed in 1992.

Booth at Berrys' No.3 BarHowever one of the most challenging and exciting projects was first mentioned less than a year ago, and has now finally come to fruition.

We have been supplying the Royal Albert Hall with its wine for 18 months or so, and a few of our spirits, including No.3 Gin and the King?s Ginger Liqueur, had also been selected to go into their 14 bars and restaurants. The relationship seemed to fit very well. However we were not really expecting to be invited by the management of the Hall to open a bar. Not only a bar, but one of the iconic ?Arena? bars, curving around the stage and the stalls (as they would be known in any other venue) ? famous as the stamping ground of the ?Promenaders? at the annual concerts named after them.

In our 314 year history, we had never ? as far as history records ? opened a bar before. However the Albert Hall already has a few bars dedicated to single products ? a Mo?t & Chandon Champagne bar, for example, and a Cloudy Bay seafood bar ? and there already seemed to be a natural fit between them and us ? two London institutions, if you like. We weren?t going to turn the opportunity down.

Nevertheless the process of designing the bar was not nearly as simple as you might suppose.

Fundamental questions needed to be answered. Firstly, what kind of a bar should it be? The obvious answer ? a wine merchant should have a wine bar ? appeared less and less obvious the more we considered the facts. Luckily our spirits are every much as part of our identity as our wines, and with our relatively new London Dry Gin, No.3, we had a perfect product on which to base our bar. No.3 GinA London icon (albeit conceived in Holland), steeped in history and firmly rooted in our back-story, No.3 also fulfils a fundamental desire for culture seekers in the West End, it seems ? to find a perfect gin and tonic. And although No.3 was designed first and foremost to make the perfect Dry Martini, it is also a brilliant cocktail gin, and when paired with a first class mixer ? such as Fever Tree?s game-changing tonic water ? will redefine the concert goers? favourite drink.

Berrys' United Kingdom Cuv?e ChampagneSo the bar became a cocktail bar ? but also a champagne bar, because we knew the demand for our United Kingdom Cuv?e Champagne would be there ? and also, inevitably, a wine bar, with a selection ranging from our house wines to classed growth claret and Grand Cru white Burgundies.

We were lucky in having excellent partners in Rhubarb Catering, who run all of the RAH?s bars and restaurants. Their expertise made us reconsider all sort of details ? which cocktails work best when hundreds of thirsty customers emerge for the interval at once; how to cope with unreliable running times with some bands, and when some nights the concert goers will stay in the bar during support acts (and even the main attraction!) The variety of performers at the Albert Hall is astonishing. One night you might have a concert orchestra playing Mahler, or the Cirque de Soleil, or Bruce Forsyth, or Eric Clapton, or the premier of the latest Bond film. The audiences and their demands will vary enormously, and our bar has to be all things, sometimes, to all men. However as the Albert Hall management pointed out, one thing bridges all these factors: every audience will feel that their trip to the Hall is one of the highlights of their year. And the Berry Bros. No.3 Bar has to play a part in that highlight.

Pink Pigeon MojitoPerhaps the hardest decisions revolved around the look of the bar. After 300 years, there are many eras that sit easily with the Berry Bros. brand, but clearly the architecture of the Hall pushed us towards a Victorian solution. How to avoid looking like a theme pub though? St James?s Street would tend to indicate a masculine, club like approach, but we certainly didn?t want an air of too much exclusivity to send the audience off to other bars.

I have to confess that I felt very nervous when the bar began to be constructed. However my first visit on a ?normal? night for the Hall made me realise that our talented design team had interpreted the brief perfectly.

Berrys' No.3 BarThe concert was not one I would have ordinarily chosen ? a performance by the Ukulele Orchestra of Great Britain. My initial foreboding ? that I would be subjected to an evening of 180 George Formby impersonators ? was mitigated by excellent Dry Martinis concocted with elegant simplicity by the well-trained Rhubarb staff. The concert itself turned out to be a triumph ? the ?Ukes? are eight of the most entertaining, and most brilliant, musicians I have ever heard captivate an audience for almost two hours. Go and see for yourself on You Tube, or (if you plan ahead) by catching their next concert.

But also, please come and see the latest manifestation of Berry Bros. & Rudd at the Royal Albert Hall. Whatever your taste in music, I am sure that we can satisfy your taste for something to drink.

I am in Cookie LOVE! I have always enjoyed Pepperidge Farm Cookies. They are to me a Mom cookie. The ones you savor, hide in the back of the cupboard and after the kids are in bed you sit down and enjoy, or wait is that just what I do lol. My Mom would have a little bag of this brand in the house and they were special cookies to get one. I liked that, they seemed more cool than a chips a hoy or an oreo. Now as a Mom myself I so get why these are a special Mom cookie. I recently spotted this limited edition cookie Caramel Apple Pie. YUM! I so recommend buying these if you are a soft cookie fan and stick them far in the back of the cupboard lol. :)

I totally get what you are saying.

We wouldn't foster/adopt teens right now. It just isn't the right timing for our family. We have littles. And it just isn't what we set out to do.

But, my heart is constantly broken for my FD's mom. She is still a teenager, too old to be in the system, but has absolutely ZERO support system. She still "has" a dad, but he isn't really around. I keep thinking that someone needs to give this poor girl a family. If/when she does get her daughter back- who is going to be FD's grandma? Who will she call when she needs some advice? Where will she go for Thanksgiving? But in bio mom's case, I'm not sure she would even want it if it were offered to her.

Sorry for the ramble. I didn't mean to hijack your thread. I hope you are able to figure out what is best for your family. I agree with the others, see if you can find out some more information about her. Maybe someone can give a little more insight into her self-described "anger".

Stay-at-home transcription factor prevents neurodegeneration

ScienceDaily (Oct. 29, 2012) ? A study in The Journal of Cell Biology shows how a transcription factor called STAT3 remains in the axon of nerve cells to help prevent neurodegeneration. The findings could pave the way for future drug therapies to slow nerve damage in patients with neurodegenerative diseases.

In Lou Gehrig's Disease (ALS) and other neurodegenerative diseases, nerve cells usually die in stages, with axons deteriorating first and the cells themselves perishing later. Axon degeneration may represent a turning point for patients, after which so much nerve damage has accumulated that treatments won't work. Researchers have tested several proteins for their ability to save axons. One of these molecules, CNTF, rescues axons in rodents and extends their lives. But it caused severe side effects in patients during clinical trials. "Acting on the same pathway but farther downstream could be an ideal way to improve the situation for motor neuron disease" and possibly for other neurodegenerative diseases, says senior author Michael Sendtner from the University of Wuerzburg in Germany.

To discover how CNTF works, Sendtner and his colleagues studied mice with a mutation that mimics ALS. The researchers found that CNTF not only prevented shrinkage of the rodents' motor neurons, it also reduced the number of swellings along the axon that are markers of degeneration. It is known that CNTF indirectly turns on the transcription factor STAT3, so the researchers wanted to determine if STAT3 is behind CNTF's protective powers. They tested whether CNTF helps motor neurons that lack STAT3 and discovered that, in the mutant mice, axons lacking STAT3 were half as long as those from a control group after CNTF treatment

Once it has been activated, STAT3 typically travels to the nucleus of the neuron to switch on genes. But the researchers were surprised to find that most of the axonal STAT3 did not move to the nucleus and instead had a local effect in the axon. Specifically, the team found that activated STAT3 inhibited stathmin, a protein that normally destabilizes microtubules. When the team removed stathmin in motor neurons from the mutant mice, the axons grew at the same rate as axons from normal mice but didn't elongate any faster after doses of CNTF. These results indicate that CNTF mainly stimulates axon growth by thwarting stathmin and suggests that drugs to block stathmin could slow neuron breakdown in patients with neurodegenerative diseases.

Public health researchers examining data from an Indiana Adult Tobacco Survey found nearly 75 percent of Hoosiers support a statewide or community indoor workplace smoking ban.

The results of this study could be important in increasing focused public awareness strategies aimed at reducing exposure to secondhand smoke, said Terrell Zollinger, professor of epidemiology and associate director of the Center for Health Policy in the Richard M. Fairbanks School of Public Health at Indiana University-Purdue University Indianapolis, who led the study.

Indiana is 49th on the list of 50 states for protection of workers from smoking at worksites.

Numerous studies have linked adult exposure to secondhand smoke with numerous diseases, including multiple cancers and heart diseases.

It is important that policy makers understand the basis of their constituents' support for clean air policies, Zollinger said. Policy makers generally rely on opinions expressed at hearings or in emails and telephone calls from constituents; critical opinions of smoke-free policies are often overrepresented in those circumstances, Zollinger said.

"What this study does is give policy makers a much more complete picture of how their constituents support these kinds of laws in an objective way," he said.

Data the researchers analyzed came from a 2008 cross-sectional statewide study of 2,140 Indiana adults conducted by the Indiana Tobacco Prevention and Cessation Agency.

The study found that 72.3 percent of the respondents supported laws making indoor workplaces smoke-free. Strong support for banning smoking in indoor workplaces was found regardless of whether the respondent lived in an urban or a rural area, Zollinger said.

According to the study, three variables were significant predictors of support: People who never or formerly smoked were more supportive, as were females and those who were more aware of the health hazards of secondhand smoke.

About 32 percent of respondents who are current smokers support indoor workplace smoking bans; 68 percent of former smokers did so, while 85 percent of respondents who had never smoked said they support indoor workplace smoking bans.

The study concludes support was constant among most groups across the state, suggesting policy makers would have the backing of their constituents to pass such legislation.

According to Zollinger, the results of this study suggest that efforts to gain additional support for smoke-free-air laws should focus on men, people unaware of the health hazards from secondhand smoke, and smokers and former smokers.

An Aussie in New York _ Anthony Warlow in 'Annie'

NEW YORK (AP) ? At a restaurant one recent night, Anthony Warlow posed a rather strange question to some fans.

A couple from Atlanta who had just seen the new Broadway revival of "Annie" approached the Australian actor's table and complimented him on his skills as Daddy Warbucks.

Warlow smiled large. "That's great," he told them in his naturally singsongy Aussie accent. Then he pressed for more: "I know this is a funny thing to say, but did I sound like a New Yorker?"

"Oh, my God," said the husband, nodding to his wife. "She thought you were a native."

It was the answer Warlow desperately wanted to hear.

"I know I can sing, I know I can act and I can kind of dance, but the one thing I'm really wanting people to believe is that I'm a New Yorker when I'm on that stage," says the actor in his dressing room at the cavernous Palace Theatre. "I know that sounds silly to say, but it means a lot to me."

Warlow, known Down Under as the thinking man's musical theater guy, doesn't leave much to chance and even less uninvestigated. And making his Broadway debut at age 50, he wants every part of it just so.

His arrival is due in part to patience and some luck ? he had been angling for a role in "Rebecca," which later collapsed amid questions about its financial backing ? so he's savoring this time. "I'm overly flattered by being asked to come here and I'm still kind of living the dream," he says. "I've come in taking baby steps."

ORPHAN TIES

Those steps include lots of thinking about accents. Warlow has decided for this more naturalistic "Annie" that Warbucks has a flat mid-Atlantic accent but falls back to his Hell's Kitchen roots when stressed.

He's also imagines Warbucks as a former orphan. "The name gives it away ? Oliver," he says, smiling. That makes Warbucks bond even more with Little Orphan Annie, Warlow argues.

"I like to saturate with as much back story or history. My father used to say to me, 'Knowledge is power,'" he says. "I try to live the histories of these characters. It makes it so much easier because you're not thinking, 'I'm doing this, but I don't know why I'm doing this.'"

This isn't the first time Warlow has tackled the baldheaded billionaire ? it's his third. He first played him in 2000 and then again beginning in late 2011, both in Australia.

In fact, he was playing Warbucks when three-time Tony Award-winner James Lapine called late one night in Brisbane to offer him the job on Broadway. It was a unique audition since the two men had never met, although Lapine had watched a lot of YouTube videos of Warlow.

"I'd heard a lot about him over the years but I'd never seen him," says Lapine. "The word on him was so great, I just thought I'd take a flier on him and, boy, I'm glad I did because he is remarkable."

Warlow is as famous in Australia as he is unknown in America. He made his debut with the Australian Opera at 19 in Benjamin Britten's "A Midsummer Night's Dream" and began an opera career with credits including "The Magic Flute" and "Tosca."

He jumped to musical theater in 1985 with the London National Theatre's production of "Guys and Dolls" and went on to sing roles in "The Secret Garden," ''Man of La Mancha" and "My Fair Lady." He also premiered a musical of "Doctor Zhivago" in 2011, though he blew out his hamstring on opening night. Ever a trooper, he returned three days later.

"Soccer players come back six weeks later," he says, proudly.

'DON'T TAUNT ME'

Over the years, he's taken about half a dozen trips to New York to gorge on theater, and although there has been interest in him coming over, nothing really came of it until now.

"I'm a realist. I get this stuff and I'm very flattered when it comes but I think, 'Guys, don't taunt me anymore.' We know the history of people from Australia getting into Broadway is very, very rare."

Warlow, who battled non-Hodgkins lymphoma in 1992, is perhaps best known for playing the masked lead in "The Phantom of the Opera," a role he's done twice ? in 1990 and 2007-2009. He chose to tackle it a second time because his daughter ? now 18 ? wasn't born when he first played it. "For one night, she saw it," he says, laughing. "I carried on for two years after that."

Multiple parts are a theme in Warlow's career ? besides three Warbucks and two Phantoms, he's also played Henry Higgins three times and two Papagenos in "The Magic Flute."

"How many artists get a chance to revisit?" he asks. "The reason for it mainly is because I started very young. I was very good at makeup in those days or had to be."

His star turn in "Annie" might not have happened. While mulling over whether to play Warbucks, he also was considering the lead in "Rebecca," but ultimately pulled out after considering himself too old. While in America, he learned of the show's embarrassing collapse, due to alleged fraud that involved fictitious investors and a faked death.

Asked if he feels relief that he didn't jump on that horse, Warlow nods. "A little bit of that, yeah. At the same time I'm sorry that it didn't work out. The more the merrier for me."

These days, he's just soaking up Broadway. At the Palace Theatre, he's learned about the stars who preceded him, such as Judy Garland and Josephine Baker, and he's learned that the elevator to his dressing room was built specifically for Sarah Bernhardt. That appeals to his sense of history.

"I'm like a kid in a candy store," he says.

Over the past year or two, we have written several times about the economic and practical difficulties both continuing medical education (CME) providers and physicians are having.? For example, commercial support for CME decreased by 11.1%, by $93,776,050 less than 2010.? Commercial support now represents 32% of the total CME funding, down from 46% of total funding in 2007.?

With commercial funding of CME dropping by hundreds of millions of dollars in the past four years, there has been fewer grant dollars available, the number of providers has fallen, and there are fewer hours of instruction being produced.?

Moreover, the impact on the decrease of commercial support of CME has affected hospitals, state-accredited CE providers, universities, and even the federal government.? For instance, the Department of Defense (DOD) announced that its Continuing Education Office (CHE) will be disestablished in FY12.? Similarly, the University of North Carolina School of Medicine, decided to close its CME Office on campus, as a result of state budget reductions.??

Now, the rising costs of continuing education for medical professionals have prompted the Shawnee County Community Health Center, in Topeka, Kansas, to request a new policy.? The Shawnee County Commission will consider the revised policy at an upcoming meeting.? The current Credit for Medical Education policy was passed in July 2006.?

According to the Topeka Captial Journal, the proposed revisions call for an additional $620 to be added to four employee classifications ? medical director, physicians, advanced practice registered nurses and physicians assistants ? for continuing medical education costs.?

Only eight employees qualify for the benefits, bringing the total increase to $4,960, said Alice Weingartner, director of the Community Health Center.?

The credits are necessary to maintain licensure and organization membership and will help the county health agency and community health center retains quality health care providers, a memo in the meeting?s agenda packet states.?

The policy also outlines days the positions are allowed for continuing education ? 10 for the medical director and seven for the other positions ? however, those amounts aren?t different than the current policy, Weingartner said.?

The health center also has asked the county commission for authority to replace the Health Services Team Leader position with another registered nurse for the Primary Care program. The team leader position recently became vacant because of a retirement, Weingartner said.?

The change would result in a lower salary. The team leader had a starting wage of $19.03, while an RN starts at $17.07, according to a memo.

The health center also wants to create, open and fill a part-time program medical assistant position. The salary for the position would range from $10,021 to $16,075, Weingartner said.?

The union-based position would include ordering, stocking and rotating medical supplies, cleaning and maintaining medical equipment and processing correspondence, among other responsibilities.?

Discussion?

With recent surveys showing a decline in the quality of CME; that physicians are paying more for CME; and physicians are spending more time and effort locating appropriate CME, this news is troublesome.? Moreover, with the number of accredited providers in states dwindling, and more economic woes from industry and the overall economic status of America, it is likely that more towns and cities may face similar difficulties.? This is just one example of how commercial support, used by accredited CME providers, can fill in the gap for small towns, to ensure patients receive the most up-to-date treatment and care.?

But while campaigning on Friday in Iowa, a state with a lot of wind business, Mr. Romney seemed to be opening the door to a different position ? or at least allowing himself some wiggle room should a compromise be found. ?We will support nuclear and renewables but phase out subsidies once an industry is on its feet,? he said, without offering more specifics.

Opponents of the tax credit say the wind industry is looking for a never-ending hand-out, but some Republicans support extending the credit as long as it includes an explicit phaseout over a set number of years. One of those Republicans is now pressuring the wind industry to propose a detailed schedule.

?It is clear to me that many of my colleagues have become increasingly skeptical of the industry?s claims that wind needs ?just one more extension,? to become competitive,? Representative Ann Marie Buerkle of New York wrote last week to Denise Bode, president of the industry?s main trade group, the American Wind Energy Association. ?I believe that my colleagues will only support an extension if there is a timely phaseout of the credit.?

Although the association says it is discussing different ways to restructure the credit, it has avoided endorsing a phaseout, saying the industry needs a one-year extension just to stay afloat. Any wrangling over the terms of how the credit might diminish over time should be part of the more comprehensive tax reform effort Congress is to take up next year, said Peter L. Kelly, a spokesman.

?We?ve always said wind energy won?t need a tax credit forever,? he said. ?We?re committed as an industry to looking at options for the future of the production tax credit next year during corporate tax reform, when all energy incentives will be on the table.?

Toronto Skyline Holds Hazards for Migratory Birds

TORONTO ? In the shadow of the massive black towers of a bank?s downtown headquarters here was an almost indistinguishable puff of dark gray fluff on the sidewalk.

It was the body of a golden-crowned kinglet, an unlucky one, that had crashed into the iconic Toronto-Dominion Center building somewhere above.

There is no precise ranking of the world?s most deadly cities for migratory birds, but Toronto is considered a top contender for the title. When a British nature documentary crew wanted to film birds killed by crashes into glass, Daniel Klem Jr., an ornithologist at Muhlenberg College in Allentown, Pa., who has been studying the issue for about 40 years, directed them here, where huge numbers of birds streaking through the skies one moment can be plummeting toward the concrete the next.

?They?re getting killed everywhere and anywhere where there?s even the smallest garage window,? Professor Klem said. ?In the case of Toronto, perhaps because of the number of buildings and the number of birds, it?s more dramatic.?

So many birds hit the glass towers of Canada?s most populous city that volunteers scour the ground of the financial district for them in the predawn darkness each morning. They carry paper bags and butterfly nets to rescue injured birds from the impending stampede of pedestrian feet or, all too often, to pick up the bodies of dead ones.

The group behind the bird patrol, the Fatal Light Awareness Program, known as FLAP, estimates that one million to nine million birds die every year from impact with buildings in the Toronto area. The group?s founder once single-handedly recovered about 500 dead birds in one morning.

Toronto?s modern skyline began to rise in the 1960s, giving it a high proportion of modern, glass-clad structures, forming a long wall along the northwestern shore of Lake Ontario. That barrier crosses several major migratory flight paths, the first large structures birds would encounter coming south from the northern wilderness.

Though those factors make Toronto?s buildings particularly lethal, Professor Klem was quick to say that the city also leads North America when it comes to addressing the problem.

After years of conducting rescue and recovery missions and prodding the city to include bird safety in its design code for new buildings, FLAP has recently begun using the courts to help keep birds alive. It is participating in two legal cases using laws normally meant to protect migratory birds from hunting and industrial hazards to prosecute the owners of two particularly problematic buildings.

Briskly walking on a recent morning with a volunteer bird patrol, Michael Mesure, who founded FLAP 19 years ago, pointed out many examples of killer buildings. As he neared one particularly troublesome spot, on the eastern edge of the financial district, he pointed to a gaggle of sea gulls sitting in trees across the street from an office building. They were waiting, he said, to dine on the smaller birds maimed or killed by the building.

The building has a glass facade that disorients birds by reflecting the surrounding trees. Perceiving the reflection as habitat, birds zoom at it full throttle without regard for the danger.

The victims are largely songbirds. Perhaps because of familiarity, the urbanites of the bird world, like house sparrows, pigeons and gulls, are much less prone to crashing into glass, Professor Klem said.

All the birds collected by FLAP, dead or alive, go into paper bags. Though there were no survivors that recent morning, the merely stunned or frightened would have been released in a park near the shore of Lake Ontario. The injured would have been taken to one of two animal rehabilitation centers outside the city.

The dead birds, with the location of their deaths marked on their bags, first end up in a freezer at FLAP?s headquarters, which is part of a sympathetic city councilor?s offices. Although the autumn migration was barely under way, the freezer was already close to full. Its contents ranged from owls to hummingbirds, and the vividness of their plumage was generally offset by the gruesomeness of their smashed heads.

?If the people were colliding with buildings at the same rate birds are, this issue would have been dealt with a long time ago,? Mr. Mesure said. ?There?s a detachment in society about this.?

One especially effective, if unpopular, method of reducing the threat to birds, Mr. Mesure said, is simply to cover the outside of windows up to the height of adjacent trees with the finely perforated plastic film often used to turn transit buses into rolling billboards. The film can be printed with advertising or decorative patterns, although the group has found that a repetitive pattern of small circles made from the same adhesive plastic is both effective and less likely to prompt aesthetic objections.

For new buildings, the solution can be as simple as etching patterns into its glass. A German glass company is also developing windows that it hopes can take advantage of the ability of birds to see ultraviolet light, by including warning patterns that are invisible to humans.
